The problem of agricultural and rural peasants is the fundamental problem concerning the national economy and the people's livelihood.The development and prosperity of the countryside is related to the stability and prosperity of the country,and the villagers' autonomy is an important part of China's political system.The party's nineteenth report proposes a sound system of rural governance that combines autonomy,the rule of law and the rule of law.At the same time,the central file no.1,2018,points out that at present,the problem of unbalanced development in our country is not fully in the country's most prominent,rural grassroots party construction existence weak link,is of great importance to strengthen rural governance system and management ability;According to industrial prosperity,ecological livable,rural civilization,effective governance,and rich life is the general requirements.Villager autonomy is the strategy of rejuvenating our country an important part in enhancing the rural governance system,but with the continuous development of China's economy,the socialist construction has made great achievements,the development of villagers' autonomy is still faced with many problems.In recent years,due to the proximity to the urban area,the development of C county is rapid,but there are still many problems in the development of villagers' autonomy in C county.Therefore,to conduct the thorough research to the villagers' autonomy,C county to explore the existing problems,and put forward the corresponding countermeasures and Suggestions,to promote the development of C county villagers' autonomy,strengthen the rural governance system is of great significance.This study is guided by governance theory,deliberative democracy theory,and Maslow's hierarchy of needs theory,based on field research,and combines literature for comprehensive research.Taking the villagers' autonomy in C County,Hebei Province as the research object,first of all,it will introduce the situations of democratic election,democratic decision-making,democratic management and democratic supervision in County C.Secondly,through the results of field research,the problems of village self-governance in C counties were explored,including: the cultural quality of villagers and village officials is low;the motivation for villagers to participate in democratic decision-making is insufficient;the situation in which township governments interfere with villagers' autonomy remains;and the outflow of rural talent leads to Village cadres lack elites;the relationship between the village “two committees” is still not clear;there is acertain degree of bribery in the democratic elections.Finally,according to the investigation results and combined with the actual situation in C County,the paper proposes measures to improve the villagers' self-government in C counties: to strengthen the education of villagers' cultural quality and to improve the working ability of village cadres;To cultivate villagers' awareness of democracy,and to increase the ability of villagers to participate in elections.The leading role of the government;changing the way the township government manages rural areas,rationally dividing duties and powers,improving the cohesion mechanism of the township governance,advancing the work of attracting talents and retaining talents,paying attention to individualized material incentives,focusing on rich spiritual incentives,and clarifying the “two committees” "The terms of reference shall strengthen the sense of responsibility of the "two committees" cadres;improve and punish laws and regulations on bribery elections,step up efforts to crack down on bribery,and increase the villagers' awareness of resisting bribery.
