Study Of Contemporary Chinese Government Responsibility

As the booming of socialist market economic system and the surge of politics democratization, people realize that democratic politics is destined to be responsible politics, and government under the democratic politics is destined to be a responsible government. Only when the government fulfills its responsibilities in practice can it be a legitimate government. With the growth of socialist democratic politics in China, the responsibility construction of Chinese government has gained remarkable achievement; however, there is still phenomenon of weak sense of responsibility and even absence of responsibility in government work, which needs to be attended to for enhancing the administrative reform in China.This dissertation, based on the study of predecessors, elaborates government responsibility in modern China. Although it is a research of basic theory, the dissertation contains much realistic care and it develops around such issues as for which and for whom the government is responsible? What are these responsibilities and how to carry out these responsibilities in order to solve problems in reality; and it attempts to establish a feasible system of assessment and investigation on government responsibility.This dissertation has two parts: introduction and main body. The main body consists of five chapters.The introduction explains the theoretical meaning and profound guiding meaning in the practice of government responsibility in contemporary China. It gives an outline of the outcome and current status of research on this topic and evaluates them in a brief way. Meanwhile, it also introduces the way of thought and methodology adopted in composing this dissertation.Chapter one is focused on the concept and logical premise of government responsibility. It defines the concepts of responsibility, government, government responsibility, responsible government and analyzes the logical premise of the reason why government is supposed to shoulder responsibility. The "government" used in this dissertation refers to its narrow sense, in other words, it means state administrative organs. For government responsibility, it contains two meanings: first, the responsibilities should be undertaken by government in its actions and activities for citizens and society; second, the aftermath when the government fails to perform its responsibilities. The subject of government responsibility includes the government organs and its public servants.
