Government' Responsibity Issue Research In The Course Of Our Country's Building The Searvice-Oriented Government

Building service-oriented government is a new mode of government administration. With the continual improvement of our country's market economy system and the steady advancement of political system reform, the public's democratic and legal consciousness is further awakened at the current time, accordingly the impetus to build the service-oriented government becomes more and more strong. However, behind the service-oriented government is there also the latent significant responsibility connotation. This article thinks building the service-oriented government is very important to the society. The service-oriented government is the people-standardized. It should be responsible for the people and make its responsibilities clear and also it must fulfill these responsibilities actively, earnestly in practice. That is to say, it is necessary to carry on deep research of responsibility mechanism in the course of building the service-oriented government.This article, started from the definition of some basic core terms, has emphatically analyzed the meaning of core term: the service-oriented government, and then it has explained the characteristics of the service-oriented government so as to show the higher requirement of the service-oriented government to the government responsibility, and on the basis of analysis of the Western background for the responsibility pattern research, it has also stated the problems existing in the responsibility mechanism of our country's current mode of government administration and analyzed the reason for these problems. Finally, learned from the results of the Western responsibility pattern research, this article has proposed some pointed measures for the construction of responsibility mechanism in the course of building the serviced-oriented government. And want to do some thing for our Service-oriented government's building.
