China-U.S. relationship has established their important position in the international relations and also played a vital role in China's rise. The years of 1945-1950 were a key period in the making of U.S. China policy after World War II. The complex changes during this period exerted great influence upon the bilateral relations of China and USA. Therefore, it is quite necessary to analyze the functions of U.S. Congress in the U.S. China policy making at the time so that several valuable lessons can be drawn to facilitate the development of China-U.S. relations.The dissertation consists of five chapters. Chapter I contains two parts. The first part mainly narrates U.S. Congress' power and roles in foreign affairs, mutual restraints of legislation and administration, and methods and features of Congress' participation in foreign policy making so that we can form a general knowledge about the power of Congress in foreign affairs. The second part chiefly narrates the world situations after World War II, the unparalleled power of USA, the formation of the Cold War and China's domestic situations so as to provide a background for the U.S China policy. Chapter II focuses on the functions of Congress in U.S. military and economic assistances to China, China Assistance Act of 1948, and U.S. Military Advisory Delegation to China. Chapter III analyzes the Congress' responses and attitudes towards the three important events around 1949, i.e. The China White Paper, the establishment of People's Republic of China, and Taiwan Issue. Chapter IV narrates the roles of China Bloc in China policy making. The members of China Bloc strongly attacked Truman Administration's China policy and thus deeply influenced the American people. Chapter V focuses on the roles of McCarthy in the transition of U.S. China policy as well as the sufferings of China Hands during McCarthism.The dissertation collects the documents and literatures of U.S. Congress in China policy, analyzes the roles of Congress in the China policy making, and further compares the disputes of Congress and Administration on China policy. Finally, the dissertation gives several proposals on how to deal with U.S. Congress nowadays and sincerely hopes to promote the smooth development of China -U.S. relations.
