Since the US-China diplomatic relationship established, they have been on through zigzags. To a large extent, it associates with the American policy of China which are always back and fill. In the post-Cold War era, the US inner politics have a great effect upon the policy toward China. Among these factors ,the American Congress is stand out. It plays a negative role in the policy, and besides this, it contests with the President for the ruling power of the policy. In the past few years, many major events in the relationship of the two countries have connections with the American Congress. This phenomenon has attracted our attention both in the government and the academic circles.In order to develop thoroughly the subject of the Congress's function in the American's policy toward China, the article has five chapters. The first chapter expands the presentation of the Congress from the US and China established relationship. The second chapter analyses thoroughly the causes of the Congress's active intervention .The third chapter analyses the channels and the characteristic of the behavior. The fourth chapter analyses the American inner politics factors which influence the attitude of the Congress, for example, the execution-legislation relation; the interest groups; the media factor; the public opinion; the political culture etc. At last, the article evaluates the intervention of the Congress from the active and passive sides. In view of the importance of the Congress, we must study it seriously and formulate strategies to meet the challenge.
