In the practice of maintaining a virtuous circle in the marine ecosystem, the laws that are related to protect marine ecological environment have many shortcomings and can not effectively contain the general trend of marine ecosystem degradation. Facing the reality of an increasingly serious marine ecological environment problem, it is essential to form the legal system of marine ecology.Following the laws of nature is one of the basic principles of the marine ecology law. The legal system of marine ecology should be based on the ecology. The paper takes notice of the study on the entirety, balance and openness of the marine ecosystem, which puts forward the requirement how to form the legal system of marine ecology from the angles of the ecology and marine ecology. According to ecological balance, marine ecology law should take measures to restrict the action allowed for mankind by marine ecological limens, to restore the degenerated marine ecosystem, and to maintain the marine ecosystem balance. It is related to the ecological balance that the paper approaches the duty core of the marine ecology law and initiates to lay out marine ecological restoration legal institutions, to make legal status of the scientific research organization, to work out marine technical legal norm, and to comment the ecological benefits of the legal institutions of marine ecology. These studies have been brought into the systems analysis on the legal institutions system of marine ecology.
