On The Influence Of The Party's Governing Ability Of The Three Basic Elements : Concept, Subject, System

Strengthening the CPC's Governing Ability is the result that the CPC has recognized the Governing Law, the historic orientation and historic mission, the series of problems with the development of market economy. This paper tries to analyze the CPC's Governing Ability by using academic method, practical method, historical method, future prospect method, materials synthesize method and rational method, and then tries to analyze the basic factors which influence the Governing Ability of the CPC.The CPC's Governing Ability is influenced essentially by the idea of governing, the main body of governing, and the system of governing: a scientific Governing Idea is the academic source of the CPC's Governing Ability, the Party's organizations and members are the main body of governing, an efficient Governing System is the carrier of the CPC's Governing Ability. These three factors are different logic roles in enhancing the CPC's Governing Ability: the Governing Idea is the base, the main body of governing is where the shoe pinches, and the Governing System is the guarantee.It is dominated by the Governing Idea to strengthen the CPC's Governing Ability. To develop the Governing Idea, we should recognize the dialectic relation between "Governing" and "Lead", and build the Harmonious Society with the guiding of the Scientific Development Viewpoint. The CPC's Governing Ability comes from the practice of the main body of governing, so we should optimize its component's diathesis. Finally, the CPC's Governing Ability needs the assurance of the system. To offer a system assurance for the CPC's Governing Ability, We must institutionalize the Inner-Party Democracy and the relationship between the Party and the government.
