Governing Ethical Research

Governing Ethics is an ancient and also fresh topic which means an ethical and ethical supervision and moral examination of ruling state power. The study of Governing Ethics is of great theoretical and practical significance since it's not only the theoretical need of modern political development, but also the requirement of Chinese socialist political civilization construction. Adopting dialectical materialism and historical materialism as analytical tools, in this paper, the author makes use of various methods of cross-discipline, historical and logical unity, induction and deduction, from the abstract to the concrete as well as from the concrete to the abstract. And for the 1st time, he uses an analysis framework concerning rationality of governing values and governing tool to make an in-depth study of basic theory of Governing Ethics. The main innovations of this paper are:Clarify basic categories of Governing Ethics. It is the precondition and foundation as well as an important part of the study. For a deepen and systematical research, we need a clear idea about the basic categories, including Governing Ethics, governing values, rationality of governing values and governing tool, governing justification, governing kindness and governing responsibility. The clarification of basic categories guarantees a solid and reliable foundation for this study.Raise and analyze the fundamental question of Governing Ethics. It's also an important and key component of the research. In the author's view, the fundamental question of governing ethics lies in the mutual relationship of rationality of governing values and governing tool. Generally speaking, there are three stages in the process of the human awareness about the basic Governing Ethics: the traditional period, the modern period and the Marxist period. Concerning the fundamental question, other related problems are the relationship between governing ethics and political ethics, governing ethics and governing morals, governing ethics and administrative ethics, governing ethics and ethics of public administration.Systematically explain the rationality of governing values and governing tool. From the aspect of rationality of governing values, the author analyzes the history of it and divides the thinking into 3 types: the traditional, the modern and the Marxist ones. Then he analyzes the main forms of it, including security and order, rights and commonwealth, economy and efficiency, fairness and justice; on the basis of them to analyze the statues and roles of it. While from the aspect of rationality of governing tool, the author mainly analyzes its changing course and also divides the thinking into 3 types like the former; the main forms are the rule of virus, the rule of law and the rule of both virus and law; therefore to further explain the statues and roles of it.Study the governing ethics theory of Communist Party of China (CPC). In China, the study of governing theory should focus on and serve for the ruling of Communist Party of China. In the paper, the author discusses the generality and particularity of CPC's governing theory, the exploration efforts of CPC on the basic question of Governing Ethics, the historical changes and development of CPC's rationality of governing values and governing tool, and then basing on them to give an in-depth analysis on major issues of the CPC Governing Ethics.
