The Research Of The Democracy Construction Of People's Army In The New Situation

Army democracy, the form of democracy in army is part of social democracy, which is an important symbol of the process of the whole social democracy. People's Army is an army under the utter lead of the Party and is the national machine to defend the socialist people's democratic dictatorship country. The democracy of People's army not only has the basic structure, nature and function of democracy, but also has its distinct characteristics. The democracy of People's army deals well with the outer relationships between democracy and the lead of Party, democracy and discipline, democracy and efficiency, what's more, it deals well with the inner relationships between the aim and the means of democracy, the context and the form of democracy, the individual and collectivity of democracy, the tradition inheriting and innovation. As a result, it is a relatively scientific and self-contained exoteric system.This dissertation is under the lead of Marxism-Leninist, Mao Zedong thought, Deng Xiaoping theory and "three representatives" thought. It sticks to the scientific development conception and uses the theory of politics, army politics and lead science. On the basis of studying and drawing on the research of democracy construction in army and other fields, by using the following methods such as the combination of historical induction and logic construction, the combination of theoretical analysis and demonstrative study, the combination of systematic study and pivot research, the combination of macroscopical survey and microscopical anatomy, the issue of the democracy construction of People's army is studied systematically and comprehensively to enhance the theoretical level of the democracy construction of People's army.Besides the introduction, there are seven sections in this dissertation:First, thought of traditional Marxist writers and Party's three Generation Leading Cores on the democracy construction of People's army. The viewpoints of Marx, Engle, Lenin, Mao Zedong, Deng Xiaoping and Jiang Zemin on the democracy construction of People's army are systematically generalized. Viewpoints of Party's three Generation Leading Cores on the democracy construction of People's army will have tarnal effect on the democracy construction of People's army in new times.Second, challenges and conflicts of the democracy construction of People's army in the new situation. The challenges and the existing problems of the current democracy construction of People's army are analyzed.Third, new characteristics and value orientation of the democracy construction of People's army in the new situation. The new characteristics are as follows: the unification of army democracy and people democracy, the unification of instrumental democracy and subjective democracy, the unification of finity of soldiers' rights and universality of their expression of their rights, the unification of the intensivism of the lead of army and the initiative of officers and men. The value of army's democracy construction is as follows: it's the inherent demand of the nature of People's army and the construction of political civilization as well as the two historical tasks of "to win but not to metamorphose".Forth, the context of the democracy of People's army. There is some review and meditation of the three types of democracy, which are political democracy, economic democracy and military democracy. By connected with the new need of the democracy construction of People's army, political democracy, economic democracy, cultural and educational democracy, military democracy and administrative democracy are brought forward.Fifth, the democratic system of People's army. The democratic systems of People's army including the democratic system of Party's committee, the system of soldiers' congress, the system of soldiers' committee, the democratic system of army administrative conference, the guarantee system of soldiers' benefits, the system of army democratic supervision are researched in detail.Sixth, the correlative factors that will have impact on the democracy construction of People's army in new situation. Three main factors are analyzed: the factor of Party in army, the factor of soldiers and the factor of the balancing of democracy and efficiency. This static analysis of the exterior factors will make this research more systematic and comprehensive.Seventh, the orientation and the path of the democracy construction of People's army in new situation. To boost up the democracy construction of People's army, we must reinforce the education of scientific democracy making of officers and men to provide a solid base for the democracy construction of People's army. We also need to attach much importance to the democracy construction in Party to drive the whole army to develop comprehensively. Thirdly, we have to accelerate the development of skeleton democracy to impulse the democracy construction in the whole army. What's more, we must manage the army according to Law to take a canonical and legal way. Last but not least, we have to advance the quality and level of the democracy construction in People's army.
