World wide, states are pushing e-Government and, the adoption of e-technology in governments is just a matter of how and when. Core technologies for the formation of e-Government are examined on the administration front, the ideology of government as a servant, organization internal and across organization collaboration, resource sharing, outsourcing, performance evaluation etc. are reviewed in both theory and practice. Technological issues related to e-Government building philosophy, management and standardization are addressed, and efforts are made to provide a theory and its supporting technologies required for incorporating e-services into government affairs'management.1.Theories, achievements and motivations pertaining to e-Government are reviewed; the scope of public-oriented e-Government services and its value are analyzed; the public-oriented e-Service model adopted by Chinese government, its reforms and continuity are investigated.2.Information sharing among governments and digitalization standards related e-Government are addressed. The structuring of government information resource is analyzed, and a system for classifying government information resources is proposed. Based on pattern aggregation theory, a text dimensional reducing method for text-processing is introduced. Further more, core metadata describing government information resources and its inter-operability and accessibility are addressed, with particular attention on the features of e-Government services.3.A comprehensive review is given on technologies and progresses of data exchange and application integration achieved so far. A methodology and its corresponding theory is provided, aiming to solve the problems existed in information sharing and application integration and, allow cross-organization business process integration and collaboration. Handlings of data exchange /sharing, aggregation/integration, and collaboration among isolated application systems are combined altogether, and built into the methodology, which may serve as the foundation for the formation of unified e-Government system.4.Theories, practices, trends about e-Government out-sourcing are investigated. e-Government out-sourcing management models and selection of best-fit are analyzed. A model, based on theories of Game and Agent and, emphasizing on motivation andperformance evaluation in managing out-sourcing business, is established.5.An e-Government performance evaluation method for management is proposed, its corresponding parameters are defined. Data Envelopment Analysis (DEA) method and its extended form– DC2R, as proposed in this work, are used to evaluate e-Government performance.
