Belarus and Ukraine are two states with the most obviously centripetal inclination and centrifugal inclination in Commonwealth of Independent States. They choose different policies towards Russia after their independence in 1991: Belarus seeks overall integration with Russia, while Ukraine takes unclear policy to Russia swaying between confrontation and cooperation.On the angle of view of internal social transformation, the dissertation aims to analyze the impacts of different models of transformation happened in those two countries on their policies to Russia, to find the core reason leading to their different policies and to explore the possible prospects of their policies to Russia in the future.The dissertation firstly analyzed the influence of their national consciousness on their policies to Russia from the culture roots of their different models of social transformation. From the Belarus' and Ukraine's history of forming their national consciousness, the dissertation summarized their different characteristics of national consciousness and then explored the impacts of those differences on their different policies to Russia. After that, the dissertation moved to analyze the relations between two countries' political transformations, which directly pushed forward their social transformation, and their choices of policies to Russia, thus to make clear characteristics of their different policies to Russia under different model of political transformation in those states. Based on examples of the cooperation of two countries with Russia in energy and military industry, the dissertation lastly expounded how economic transformation, the material motivation for social transformation, influences their economic policies to Russia and analyzed their economic policies to Russia.At the end, the dissertation drew the conclusion that different models of social transformation lead to different policies to Russia taken by Belarus and Ukraine. Among those several influencing reasons, political transformation is the direct cause and economic transformation is the cardinal cause, while cultural transformation is the deep cause taking effects through economic and political transformation.
