Research On Specialized Management Of Hydropower Transmigrant

This article constructs a framework to analyze management of specialization to the resettlement of transmigrant induced by hydropower development. In order to realize the goal of raising the viability and capability of transmigrant induced by hydropower, we should build new system of specialized management, mechanism of resettlement management and the mode of resettlement, so as to relieve the conflicts between protecting resettlement's benefits and development of economy and provide the basis of mechanism for the development of irrigation works, harmonious society comes into being.The paper draws some valuable conclusions as follows:Firstly, it is the most important thing that people should innovate notions, from engineering-oriented to man-oriented. We should accord resettlement a position of equal importance to engineering and build a restrict mechanism for management of specialization to resettlement.Secondly, we should adopt management of specialization to resettlement induced by hydropower by market reform deeply, construct specialized system of supervising and service, so department in charge of resettlement take in hand the management duty over the process.Thirdly, it is necessary to build a management mechanism of specialization that interest aspects constraint each other, so resettlements can protect themselves easily because they can gain information and policy.Fourthly, we should regard the resettlements' work and living conditions of transmigrant as core thing, make a point of doing develop-resettlement by market power, and reform the mode of resettlement in order to encourage resettlement to take part in the process.Fifthly, aggrandizement of checkup examination is the key for guaranteeing the capital of resettlement is used rightly.
