With the coming of the knowledge economy, human resource has risen to the first position. The high or low quality of human resources determines economic growth and the adapting ability of human beings. Peasant-workers'high quality can not only better integrate themselves into the urbanizing process but also can promote economic development and upgrade the industrial structure. Thus, it can accelerate the pace of new rural constructure. It has been proved by both theory and practice that governmental behavior will greatly affect the development degree and its characteristics of human resource market. China boasts its largest population and the richest labor resources in the world, but it has few input in Peasant-workers'human resources development and thus has less developed. All these proved that government should achieve effective management on human resource market. As the macro-manager of the whole society, our government ought to have an important mission in developing rural migrant workers.This paper firstly elucidates the background and its significance in developing Peasant-workers'human resources development, briefly introduction at home and abroad, the research ideas and methods. Secondly, based on the theoretical and practical analysis of governmental behavior study in human resource market and guided by the theory of human resources management, public products and the conflicts of public policy. After that, some clear points on the necessity of government input the peasant-workers' human resources development. Thirdly, some problems appearing in developing Peasant-workers are analyzed combining with practice, these mainly provide the essential premise and the sufficiency for the government behavior in the peasant-workers' human resources development. Also provide the rationality and the validity for the corresponding government behavior. Furthermore, integrates all facts and concretely analyzes the primary problems existing in the government behavior of peasant-workers' human resources development, then from this proposes the effective way that the government exerts the influence to the peasant-workers' human resources development and certain corresponding government behavior measures.
