On the basis of the theories of economics and western social security, firstly this paper begins with the fundamental theories about social security system and looks back the background of the birth and development of the social security system in our country, also it analyzes the influence of dual economic formation on the social security system in our country and states that the economic development and national macro policies have effects on the social security system. Secondly, builds up the forecasting model of dynamic level of social security and evaluation model of special level by using the gray system control method, evaluates horizontal, measure by building up the index system. Thirdly, compounded with the experience in the reform of western social security system model, on the basis of the reality of the development in our economy, this paper studies the choice of models of social security system in the transformation period in our economy, and analyzes the necessary systematical foundation and encouragement of economic policy for the social security system model from the politic angle, as well as the function of our government in the development of social security system. At last, this paper analyzes the continuous developing strategy in our security system under the background of economic globalization and China's entering into WTO and gives relative countermeasures and advices.
