A Research In The Construction Of Integrated Social Security System In Urban And Rural Areas In The City Of Kunshan

Since 2006, it was put forwarded in the 16th National Congress of Communist Party of China that social security system covering both urban and rural residents should be built basically by 2020, all parts of the country, especially developed areas, fully implement the spirit of the meeting. The practice of realizing the integration of urban and rural areas and changing urban-rural dual structure is an important measure to shorten the gap between urban and rural areas, to build a harmonious society, and to feasibly solve the issue of agriculture, countryside and farmer. And it matters much in the comprehensive construction of the well-off society and the basic realization of the socialist modernization.In fact, the concept of urban-rural integration is long-standing, while it gets the government’s attention and is come up with on the agenda in the last few years. Before, some areas have made some exploration of urban-rural integration. Without a formal system or a solid foundation, they’ve made some achievements, economically or politically, but not significant achievements. Luckily, these trials set the stage for today’s full implementation of urban-rural integration.The paper begins with the foundation of urban-rural integration and social security system theory, and is instructed by scientific outlook on development. This paper tries to define the connotation of the social security system of urban-rural integration, referring to the development theory and practice of social security system in other countries or regions of the world. In reference to foreign construction of social security system, it puts forwards an implement mode for the country’s social security system. Combing with the country’s current situation and learning from other countries’ and regions’ experience of the integration of urban and rural social security system, it makes and exploration of the path and problems of the country’s social security under urban-rural integration.On the basis of theory, this paper takes the reform of social security system in the city of Kunshan for example, mostly with the help of literature research. I go to the library and go through the network, newspapers, yearbooks and books, at home and abroad, about the social security system under urban-rural integration, studying professional articles, file, data, etc. I also get the latest documents from relevant government departments, reading some research articles and data information. After a series of settlement and analysis, this paper gives an exploratory study on the mode and main issues of Kunshan’s construction and management of integration of social security system, with the hope that it can offer a reference to the country’s development of social security system. Wish the country to explore a way according with China’s national conditions and conforming to China’s future development trend to reform the social security system, and realize the development of the modern social security system shared by all the people.
