Axis System And Political System

The running and existence of a political system mainly depends on operations of its inner political institution system. Although political organization, political construction, political ideology and political culture also play their own irreplaceable important roles in the running of political institution, the relationships between these components and their corresponding operational procedures are still dependent on rules and operations of political institution. From this viewpoint, political institution is merged into every important kernel component of political system, and takes important roles for decree and balance. In the field of historical institutionism, not only does the system itself play an important function, but also the research of system must be confined within some special era of history. Because this is the only way for us to acknowledge political institution groups and impacts imposed by their major inner system within a special history period. So, this article studies the important roles played by the major system or system architecture on the maintaining and running of political system through inspecting operations of the major system or system architecture inside the system architecture. In order to expressively demonstrate functions of this system, the author creates a descriptive conception - axes institution. Assuming that axes institution is a necessary condition for maintaining and running of a political system, we can consider such a question: could we construct a set of axes institution methods to improve the stability of political system, then further propel the development of political system.In order to prove the assumption of this theory, the author selects the relationship between traditional bureaucracy system of China empire era and the empire's political institution as a research object. Within this article, the author analyzes the relationship between traditional bureaucracy system and political institution by three steps: First, historically analyzing of their relations. Second, inspecting and analyzing the relation within viewpoints from three kinds of political theories. The first viewpoint is to explore within the mutation of empire's inner power distribution networks and the integration process of empire's different political beneficial groups. The second viewpoint is to explore the relationship of the two based on study of the inner power relationship of empire's ideology field. The third viewpoint is to inspect relationships among human being, system and political system in the process of maintaining the order of empire's political life. The focus is set on the study of important roles played by scholar-bureaucrat and bureaucracy system during empire's management and ruling process. Third, dynamically studying and analyzing the relationship of the two. The most direct conclusion acquired through those steps of study is: The bureaucracy system in empire age is an axes institution within the core of empire's political system. This system supported and maintained the existence and development of empire's political system, and it also sustained Chinese empire age for multiple thousands of years. One more important enlightenment point got from this study is that it is academically meaningful to study how to sustain political system's existence from the viewpoint of constructing axes institution structure.
