The Orange in Huainan is Orange, to Huaibei, it changes Zhi. Why? Soil and water are different. Produced in the Western world's freedom, democracy, universal human value, to the east of China, has become a flower difficult to spend the results. Why? The people are different. That is, compared to the Western world where democracy is well-functioning, China's current lack of a fertile soil for the growth of democracy - a mature civil society.So, at the present, what we have to do is acting now to cultivate our own civil society. To consistently achieve the "three represents" as the foundation for the building of ruling power, the source of our strength of the Communist Party of China, should provoke to culture and guide the development of China's civil society ,in order to make the flower of people's democracy bear fruitful Fruit. This is the central issue of this dissertation. It is composed of an introduction, nine chapters and an epilogue.The introduction presents the rise with problem, the current status of the related research home and abroad, the paradigm of analysis, the primary method of researching, and new creative views.Chapter I : the theoretical explanation on political party, civil society, and the general relationship between political party and civil society. In this chapter, the author maintains that party is an organization which is united by some activists who presents the interest of certain class, stratum, or interest groups, in order to realize its political program to by wielding or entering public power. China's civil society should be a union that individual citizens unite to meet their need of interest in the conditions of market economy. Seeing the general relationship between political party and civil society, from the angle of history, party was an inevitable outcome of civil society; from the angle of reality, party is a bridge which connects civil society with political society; from the angle of future, party will wither away with the developing of civil society. Chapter II: the Communist Party of China and China's civil society. Compared to the spontaneous evolution in the West, the relationship between the CPC and the China's civil society is more special: the party was not born in civil society, but in the serious national crisis. After had got its ruling position for 30 years, at the beginning of a market orientation into the process of economic reform, China's civil society gradually germination. In view of the development of civil society on China's economic, political, and the building of a harmonious society and the modernization of the party itself has very great significance, and the spontaneous growth of civil society and the process is long, therefore, the party should consciously cultivate and guide the China's civil society to develop healthy, just as consciously building a socialist market economy System.Chapter III: the effect of the CPC cultivating China's civil society. Culturing civil society, that is, to make civil society growth gradually, including culturing citizens, civic organizations and the unofficial public sphere.Chapter IV: the effect of the CPC guiding China's civil society. Guiding civil society is that the party lead civil society in the right direction and healthy development. Just as every coin has two sides, civil society also has its positive and negative. Therefore, the party should standardize the development of civic organizations by law, through the grasp the direction of civil society and guide civil society to co-operate with f the party government towards good governance.Chapter V: the self-adjustment of the CPC with the development of China's civil society. In the process of culturing and guiding the development of civil society, the CPC must also make some self-adjust accordingly so that she could keep up with the development of the civil society. That is, the CPC should change its attitude toward the civil society, consciously adjust its position, further innovation in the party building to close ties with civil society.The epilogue points out the problems that should be further studied.
