China is a country where natural disasters often take place.the great disasterslead to serious consequence，which will directly influence the work of socialistmodernization which is successfully advanced. Since china was founded, Chinesecommunist party and our government have paid attention to disaster relief work.At the beginning of the establishment of China, serious natural disastershappened in our country .Chinese communist party and our government paid moreattention to disaster relief work and issued a series of politics and policieswhich were centered on disaster relief work through production. After the threetransform was finished ,the collectivity come true and the collective organizationhad the capability of disaster relief .so the state adjust the policy of disasterrelief work ,which mainly added that the relief work was carried out throughcollective strength .this marks the first transform of the idea of our disasterrelief work .Disaster relief work was upset from the year of 1966 to 1976. The thought ofdisaster relief was clarified confusion and brought things back to order and thework of disaster started to step into the right way. after the recover of disasterrelief work, the disadvantages of the traditional system of disaster reliefgradually come out .The central government undertake the whole thing about disasterrelief work and the local government only undertake the responsibility of tellingthe situation of disasters to the central government and giving out the money ofdisasters relief in the system of traditional disaster relief work. The local government is only the delegate who carried outthe policy which was determined by the central government and didn’t have thereal power .this is not beneficial to the local government’s positivity in thedisaster relief work.the system of traditional disaster relief reveals many problems in the disaster relief work :fund shortage, the low level of salvationand unbalanced interest relationship between the central and localgovernment .this is not adapt to the system of market economy .so, the reform ofthe system of disaster relief is imperative.The reform of system of disaster reliefin 1980s is centered on the word“money”which contains the change of the wayof usage of fund of disaster relief and carried out responsibility for disasterrelief funds. These all hasn’t change the essence the system of the traditionaldisaster relief, centering on undertaking the funds by the central government .sothe disaster relief work in 1980s is still in the traditional disaster relief stage.In the early 1990s, the central government undertook the most funds of disasterrelief, this restrict the comprehensive development of the national economy .inthis system, some specific policies of disaster relief are not clear and theresponsibility is undefined.So the management of disaster relief work at differentlevels was put forward in the tenth national civil affairs meeting in 1994.thismarks the beginning of modern disaster relief work stage in which thecharacteristic of disaster relief work is adapting to the market economy system ,disaster relief work and disaster relief funds is undertaken by the central andlocal government with level-to-level administration and improve the disasterrelief work constantly centering on“system building”and“ability building”.The fourth part refers to the comment on natural disaster relief work of CPC.According to the comparison between the similarities and differences of disasterrelief work on each different stage, the superiorities of disaster relief workare summarized.
