Since 1980s and 1990s, a series of new information-based high technology has been widely applied and developed in the military field, which has provoked military revolutions around the world. In Putin period, Russia started the national new military revolution and promoted the construction of military modernization due to its regenerate political and economical situation in order to preserve domestic military security, national benefit and world status. The military revolution of Putin Period not only is the significant strategic measure to ensure Russia a big power in the early 21st century but also has a great influence on world military security,world pattern and internaltional relationships.The dissertation falls into five chapters based on analyses of backgroud information and causes of the military revolution of Russia.Chapter one deals with the world military situation after Cold War. It includes three aspects, namely, world security situation after Cold War, tendency of world military reform and military threats to Russian. In the first aspect, the reality that there are a series of wars and military conflicts and severe competitions in world military security areas after Cold War proves that war threat still exists in traditionally secure areas after Cold War; based on this point, non-traditional security is illustrated and then qualities and influence on its nation are analyzed in great detail. In the second aspect, after the illustration of nature, motivation and range of world new military reform, emphases have been paid to present situaton and development of military technology, modern weapon as well as military organization and system so as to make clear of the tendency of world new military reform. In the third aspect, major military threats and challenges Russia confronting are explored specifically. In all, the macro-background and fundamental causes are indicated clearly and soundly here.Chapter two deals with ideas of military strategy of Russian New Millitary Reform in Putin Period. It includes four parts. The first part introduces the shift of Russian military ideas during Putin Period. In the second part, strategic targets of Russian New Military Reform are described, which include four core points, namely, up-to-date national security power, advanced national military force, optimized miliatry organization and mordernized weapon and military equipment. The third part analyzes basic principles of its military reform. The fourth part describes major practical steps of the reform.Chapter three introduces reform of Russian military organization. It is divided into five parts. Downsizing army and professionalizing army of Russia are described in the first part and emphasis is paid to causes and ideas of doing so. The second part deals with organizational reform of branches of Russian military force, which concerns disadvantages of branches of Russian military force in 1990s and practical principles and measures of organizational reform of branches of Russian military force in early 21st century. The third part talks about military reform of chain of command, mainly about reforms of central chain of command, which includes megistrate reform of the Department of Defense,reform of strategic commanding system and reforms of other military departments as well. The fourth part deals with the regulation of army organization and emphasizes the development and flexible organization of Russian standing armed forces together with its air forces. The fifth part studies the reform of Russian service forces and technological security system.Chapter four gives an overview of modernized construction of Russian weapons and military equipment. It presents modernized construction of Russian weapons and military equipment at the beginning of 21st century on the whole. It falls into three parts. The first part describes modernized construction of those strategic weapons and military equipment, such as strategic nuclear weapons, air weapons and protection system, information-based facilities and space military system. The second part covers modernization of Russian conventional weapons. And the third part studies and analyzes the reform and development of Russian military industry.Chapter five deals with the estimation, future and international influence of Russian revolution in military affairs. Four parts are includes here. The first part introduces accomplishments, difficult and characteristics of Russian military reform of Putin Period. The second part analyzes and prognosticates the mass future, the formation and armament's modernization of Russian military reform of Putin Period. The third part analyzes the international influence of the reform is on military safety, the politics structure of the world and the international politic relations. And then the forth part is about what China can learn from the reform and further describes the effects and lessons on China's military system reform process and its bright ideas for China's reference about its guidance on idea, its new ability on military, its reformation on system of military formation and its modernization on the arm's setup.The study of Russian revolution in military affairs provides insights into Russian military policies and the development of its military forces on one hand, on the other hand, it presents more about the military trends of the world, the world military security system and the international situation and strategic relationships between great nations. It is also very meaningful for China's national defense and modernization of its army.Now is the time to build new world order. For China, it is a precious strategic opportunity as well as a challenge. China should have a powerful modernized military force to balance its world status as a great nation, which means an ultimate defence to perserve world peace and national esteem, to protect common interests and maintain its international status to realize china's revival dream at this critical moment of history. At present, China is learning worldwidely from various new military reforms of other nations such as Russia, based on which China will advance its own new military reform and narrow the gaps in military field between it and developed countries in order to build a first-class army in the world to provide support and defense for China's great revival cause in the long run. |
