A deep-going world revolution in the military field based on information and knowledge, known as "Revolution in Military Affairs (or RMA)", started to unfold at the end of the 1980's and the early 1990's. The principal backdrops of this RMA are: (1) International strategic structure has gone through tremendous changes, namely, the cold war has ended, the bipolar structure has been broken up, a new structure is yet to take shape, and a new world war is unlikely for a long time to come but local wars erupt from time to time. (2) Rapid development of new hi-tech, set in the motion by and centered around information technology has generated and will further generate significant impact on the development of weapons and equipment, the evolvement of military thinking, the form of warfare as well as the army building. With the impact of RMA, the focus of military conflicts is shifted to the information-tussling. Traditional wars which based on the contending of geographic space are being transferred to the ones that concentrate on the dispute of formless informational space. Whether in the war or the peace time, the news and communication in military affairs (NCMA) has been one of the most powerful weapons for strategic attack and strategic defense, and its power is nothing less than that of most of the advanced hi-tech weapons at present. Therefore, it is with a lot of realistic and strategic meaning to study the NCMA in China at present. It's the first time that the NCMA is studied as a wholly object of academic research. It is started from the two aspects of the NCMA: in the wartime and in the peacetime. As for the NCMA in the wartime, based on the four local wars(especially the war in Iraq in 2003) launched by the U.S.A, the new contents, characters, principles of the news, media and the means actualized in the war. In the meanwhile, aiming at the specific objects, the case-study method is adopted to demonstrate them. By parsing the NCMA in the local hi-tech wars, some corresponding strategies are put forward to the NCMA in the future wars in China. As to the NCMA in the peacetime, with the impact of the world RMA, its unfolding brand-new characters, tasks and functions are concluded in the thesis. Moreover, some rational thinking has been done to the strategies for the NCMA in China in the peacetime. Based on the argumentations in the two aspects, my own perspectives to the NCMA in China in the future are brought forward. In general, the following three aspects should be emphasized for the future NCMA in China: the internationalization of communicational eyeshot, the hi-tech media for NCMA, and the importance of increasing the disseminators with the media literacy. What is seeking for in this academic research from A to Z is to find out the intrinsic rales to guide the practice and promote the effectiveness of the NCMA in China with the argumentation in the three pairs of comparison: deduction and induction, theory and its application and the reality and the future.The dissertation is structured into six sectionsIn the introduction, the background and foundation on which the present study has been set is carefully explained.In Chapter 1, the origin, the influence, and the inherent necessity to the communication of the world RMA is discussed. In order to give an academic foundation to the research on the NCMA in China at the backdrop of RMA, recognition is done to it. The RMA with Chinese characteristics is an organic part of the world RMA. The NCMA in China is the inherent requirement of the RMA with Chinese characteristics, and it's also the necessary demand of the building of the new national security concept in China in the Information Era. In this chapter, the study on the NCMA in China is based on the new characters, functions and orientations of the NCMA at the backdrop of the RMA.In Chapter 2, after analyzing several elements of the NCMA in the wartime at the backdrop of the RMA, the author focuses on its new characters and respectively analyzes and compares the media in the war by the Case-study Method. In order to win the hi-tech wars in the future, in order to review the new rules and important functions which the NCMA in the wartime has in the war of propaganda and the psychological warfare at the backdrop of RMA more distinctly, the academic research on the NCMA in the wartime is brought into effect on the basis of the four local wars at the backdrop of RMA. The aouthor especially analyzes the strategies and the tactics in the psychological warfares and the wars of propaganda through media in the war in Iraq in 2003. The key reason is that this war broke out at the backdrop of the RMA, and it's also the latest local war in the 21st century. It is right in the war that the pattern of the hi-tech warfare in the future has been seen. Carefully studying it, the original form of it can be recognized in the Information Era. What's more, it's related to whether China can be the winner in the future hi-tech wars or not, and it provides some beneficial revelation and use for reference for the academic research on the NCMA in China in the wars in the future.In Chapter 3, the NCMA in China in the peace time is mainly dissertated. Though the communicational forms, requirements, purposes and many other aspects of the NCMA in the peacetime are quite different from those of the one in the wartime, there still exist countless ties between them. Because the military affairs are firmly related to the information communication, simultaneously, the information is militarized nowadays. Most of which the NCMA in the peacetime is doing are ready for the wars in the future. On account of its specialties at the backdrop of the RMA, the actual condition of the NCMA in China, combining with the concrete characters of the NCMA in the peacetime, are studied and analyzed in this Chapter. In addition, it's the communicational specialties of the NCMA that makes the NCMA in the peacetime play an important role in building the military forces, national image and the social values. Together with the concrete characters at the transitional stage of society and the military fields at present, what role the NCMA in the peacetime acts as in the three aspects is dissertated respectively. Thereafter, the communicational strategies for the NCMA in China in the peacetime are put forward.Chapter 4 covers what the NCMA in China tends towards at the backdrop of RMA in the coming days. Based on argumentation in the former chapters, the author newly orientates the NCMA in China in the new era. With the impact of the RMA, the NCMA with Chinese characteristics is facing lots of austere challenge. Thus, two aspects need to be considered: (1) adapting itself to the demands of international NCMA and meeting the international communicational thinking and means. (2) accommodating itself to the increasingly changes of the international or national situation, in the meanwhile, the demands of the international and national information markets need to be satisfied. Encountering the flinty challenge, we should be sober to the situation as well as a lot of consciousness of misery and the security pressure. Hence, where the NCMA in China makes for at the backdrop of RMA in the future is meaningful. Summing up the analysis from Chapter 1 to 3 and combining the international and national situation, the researcher brings forward his own thinkings for where the NCMA in China walks up to.The concluding section is the general summary of the disquisition. The strategic and realistic meanings of the object in the thesis are emphasized while the author accounts for the austere international situation. Furthermore, the author gives more explanation to the purpose and the deficiency of this academic research and demonstrates that more deep research should be done on it in the future.
