With the development of modern political civilization and the crying for the protection of lawful rights and interests from the people, the research of governing ethics becomes an important and imperative subject now. As a brand-new subject in China's theoretical circle,by far the governing ethics has not been focused by our academia.On the basis of making a primary inquiry to the conception and basic contents of governing ethics and its history development,the purpose of this dissertation is to make a wide discussion of governing ethics of the Communist Party of China(CPC). The basic relationship of governing ethics lies in the national power and the demos-sovereignty, as well as the delegates of governing party and state power. The so-called governing ethics refers to the ethical normative system for the ruler's governing activities.Governing ethics mainly contains three parts, which are governing ethical ideas, the ethics of governing system and the ruler's ethical qualities. The research of governing ethics has significant meaning whether in theory or in reality. In a strict sense, the nowadays' governing ethics differs essentially from the ancient political rules. Although it was impossible that genuine and scientific governing ethics could develop in the context of despotism, western countries were the birthplace of governing ethics. Many western ideologists, such as Plato, Aristotle in ancient Greece, Montesquieu, Locke, Madison and so on in modern era, focused on governing ethical ideas, the ethics of governing system and the ruler's ethical qualities and studied their respective proposed Utopia and political modes. These thoughts are important nourishing resources for our present research on governing ethics. As a "nation of ceremony and justice", Chinese attached great importance to the close relationship between politics and ethic down the ages. Because of the great difference in economy, politics, culture and history between ancient China and occidental countries, there developed completely different governing ethics in ancient China (here, let's name ancient China's political ethics as governing ethics too). As to Utopia and political modes proposed in ancient China, the Utopia of Confucian school whose political doctrine contains governing value idea, the ethics of governing system and the ruler's ethical qualities with Chinese history feature holds dominant position in the Chinese traditional political culture. These thoughts provide important resources for our present research on governing ethics. The Communist Party of China (CPC) is a legitimate governing party in China. The relationship between governing party and government is the principal problem in the construction of CPC governing ethics. During the process of exploration and practice, by step and step CPC established these ideas for governing ethics, i.e. "CPC is built to serve the interests of the vast majority of the people, CPC rules for the people; CPC puts the people first in exercising the state power," which are the core of its governing ethical ideas. Meanwhile CPC develops its own governing ethics which comprises the following main points, i.e. "governing the country by law, in accordance with scientific, democratic and legal concepts". In the new era of building socialism with Chinese characteristics, improving the party's governance capability demands upgrading the ruler's ethical qualities in a higher and stricter sense.
