Scientific index system is key to assess effectively government performance.Our government performance evaluation is still in the experimental stage,and assessment orients mainly at the level of efficiency-oriented.It is directly linked to goals of urban-rural equalization that performance status of fulfilling basic public service functions.It will help government to establish a correct view of achievements and promote government to offer public service,if performance system is scientific and rational,coordinated operations.However,what is the value orientation of establishing performance index system with evaluating basic public services of county government? What are the principles and programs that guide establishing performance index system? What are our thinking and approach to design and select performance evaluation index system? How do we verify empirically performance evaluation indicators system,in order to detect its operability and rationality,and so on? These have become urgent problems that need to studied and resolved.Therefore,it has great practical significance and theoretical value to research on performance evaluation index system of basic public services of county government.The theoretical guides are the Government theory and Marxist theory of socialism with Chinese characteristics in this paper.It mainly bases on subjects point of view from administration.The writer finishes this paper with a mixed research(qualitative and quantitative research combining) ways and means as follows:The methods include the norms of research,empirical research and comparative research methods.The technical means include literature collection,questionnaire design and surveys, statistical analysis(such as SPSS software) and other technical means.In this paper,it mainly cards what social justice-oriented performance indicators should include value selection.It analyses the basic principles and basic procedures to build system of performance indicators.It discusses the content of basic public services at the level county government,the ideas and ways to design and select performance indicators.The writer builds a set of scientific and feasible performance indicators system based on theoretical analysis and empirical research.This article selects composite index model to test this indicator system by a case of Lao Hekou County.This thesis includes introduction,four chapters,conclusions and discussion:In the part of Introduction,the writer introduces the origin and purpose of this research,explains the research ideas and the main analytical framework,and introduces innovation. Chapterâ… is about values of forming performance evaluation index system of public services at the county level government.The author explains meanings of social justice-orientated basic public services.Social justice orientation of basic public services includes the followings:to allow all Chinese members share the results of socio-economic development,and to make everybody develop himself fully.The author thinks that performance indicators should embody the objectives of public nature and effectiveness of basic public services,and objectives of public satisfaction.Chapterâ…¡is to analyze the principles and procedures of building index system.This article holds that it should stick to the general principle including consistency with the goal,science,feasibility, comparability,systemic.At the same time,it should follow some special principles as following:basic public service functions of the county government,development strategy and planning of the county government,county-level Government's external environment,the local economic and social development level,and so on.On this basis,this article explains briefly the basic program to build index system of performance evaluation.Chapterâ…¢is the key part of this paper.It mainly discusses how to design and rice performance indicators.The writer put up the model that can be used to rice performance indicators.The model includes basic ideas of designing performance indicators as follows:We can design performance indicators system depending on KPI in accordance with the value orientation and the principles.The frame of performance indicators system includes target layer,individual assessment indicators.Firstly, the author designs key performance indicators of target layer depending on KPI.When we select performance indicators of the field layer,writer adopts these methods of frequency analysis, theoretical analysis,expert advice and KPI.Then it forms a set of performance indicators system by the methods of expert consultation,analyzing the importanceand correlation of indicators,in accordance with the principle of selecting indicators.So that it can ensure performance indicators system is scientific,rational and operable.In the end,performance indicators system is composed of nine secondary indicators and 28 individual indicators.Chapterâ…£is about practically detecting index system of evaluating performance of basic public services at the county government.It designs a model to evaluate performance of basic public services in Lao Hekou County.We can conclude that index system of evaluating performance is feasible and practical.The last part is conclusions and discussion.This article includes some basic conclusions as following:Social justice orientation impacts and constraints performance indictors of evaluating basic public services at the county level government,which indicates value target selections of performance indictors.Forming performance indictors system depends on the general principles and specific principles to guide,and it also keeps to step-by-step programs.The technology and methods are reasonable and essential in this paper.Performance indictors system is able to evaluate basic public services of county government.It should be noted that the content and weight coefficient of performance indicators are flexible.Performance indictors system also needs to gradually perfect by the process from theory to practice.We must strengthen the development of data sources in order to analyze the index system by more in-depth empirical research.We should concern how to improve and practice index system in the future research.Innovations of this paper are three main aspects.Firstly,it seeks to novel perspective of topics. Its breakthrough point is to research the index system of government performance evaluation to basic public services from the aspect of social justice.Secondly,it seeks to proper research methods and technological route.That is to say,it adopts a mixed research(qualitative and quantitative research combining) ways and means,which include normal research,empirical research and comparative research methods.It also depends on some technical means,such as questionnaire design and surveys, statistical analysis(such as SPSS software) and other technical means.The author tries to use lots of feasible methods to select theoretical indicators,such as the frequency analysis method,theoretical analysis,expert advice method and combining with KPI.Then the indicators system is formed by empirical analysis and empirical testing.Thirdly,it seeks to theoretical contribute.The author sets up a set of index system,that cam evaluate performance of basic public services at the county government.It also is a exploratory research.
