The Role Of Public Investment In The Construction Of Basic Public Services Of Local Government In China

Over the past four decades since reform and opening up,with the rapid economic development,material standard of our living has been improved,our country has changed from survival-oriented society to developmental society.In this process,the contradiction between the supply of basic public services and the growing public needs of the people has become increasingly apparent.As an important means of regulation and control by the government,government investment is of great significance to ensure that residents enjoy equal basic public services.However,at present,government investment is still facing problems such as scale expansion and unreasonable structure,Clarifying the role of public investment in the construction of basic public services,determining the priority of public investment projects,and improving it's efficiency,are of great practical significance for promoting the construction of basic public services in China and increase the satisfaction of people.Based on theoretical analysis,this paper constructs the basic public service evaluation index system of local government,uses factor analysis method to evaluate the performance of local government's basic public service construction,and uses DEA method to measure the efficiency of public investment in the public service construction in local governments in various regions of China from 2007 to 2016,and the static panel model is used to further study the relationship between public investment and local government's basic public service performance.The conclusions are as follows:From the perspective of the performance of local government's basic public services construction,the performance of basic public services construction in all regions is increasing.In the past ten years,the average performance of basic public service construction in 30 provinces and cities nationwide rose from 19.24 to 33.11.Geographically,the basic public service performance in the eastern region was in the forefront of the country,followed by the west,and the basic public service performance in the central region was relatively backward;From the perspective of input and output,the overall efficiency of basic public service investment in local governments' basic public construction is not high.Only Shanghai and Guangdong have achieved the optimal scale efficiency,but more than half of the provinces and cities have an increasing trend of scale returns,and the internal differentiation of the three major regions is relatively high,and regions with higher levels of economic development arenot necessarily highly efficient in basic public service investment.;In terms of factors affecting the performance of basic public service investment,social public investment,economic public investment,fiscal transparency,and industrial structure upgrading have all contributed to the performance of local government's basic public service investment,while the level of regional economic development is the basic public of local governments.Service investment performance significantly inhibited.This paper puts forward relevant suggestions for exerting the role of public investment and improving the performance of basic public service construction of local governments in China.The first is to standardize the basic public service investment decision-making mechanism,the second is to adjust the government investment structure,increase the social public service investment,the third is to improve the investment system with the goal of equalizing regional basic public services,and the fourth is to promote administrative affairs and streamline the government scale.It is to establish a scientific and effective local government basic public service performance evaluation system.
