Research On Government Function Mechanism In Development Of Emerging Industries

With the rapid development of technology and the flourishing development of global emerging industries in the recent 30 years, emerging industries are becoming an effective means of technology innovation strategy, industrial restructuring and upgrading of(upgrading) regional and national competitiveness, which has attracted(drawn) a great attention of the theoretical and practical fields, so how to efficiently introduce emerging industries and how to promote their growth become a big concern of the world. In this case, the role that the government plays in the development process of emerging industries is becoming more and more important. Effective government intervention and lead, and push the development of emerging industries from different ways are the key factors of the healthy and orderly development of emerging industries. In every country, especially the developed countries and the advanced provinces of China, the government's unique function and position in the development of emerging industries has been or is playing an irreplaceable role.However, there are rarely systematic and theoretical studies about the role of government in the development of emerging industries. Lacking of the guidance of systematic and insightful theories will affect the effectiveness of the practice. Combining theoretical and empirical analysis, this thesis takes "behavior -performance" as the logical perspective, innovatively puts forward the model about mechanism of government function in the development of emerging industries, reveals the laws that the government behaviors impact on the development of emerging industries, and explores policy choice about the behavior of government function in the development of China's emerging industries.This study is mainly carried out in the following aspects:A. Research background introduction and propose the problems that need to be solved. Emerging industries has made great progress in our country and it has become an important strategy for China's industrial structure transformation and upgrading and building an independent innovative nation. As a result of shortcomings of market mechanisms, the formation and development of emerging industries can not be separated from government policy support, the government's proper and effective management will be Beneficial to the to the development of emerging industries and the government can play an key role in promoting and guiding the formation and development of emerging industries through providing policies and services. However, the general theoretical research is not sufficient guidance on how to make use of government management behaviors to advance the development of emerging industries, therefore it will have to look into the role of government in the development of emerging industries, explore the law of government function, master the mechanism of government function and improve the efficiency of government function.B. The summary of Relevant Literatures. Based on defining the concept of emerging industries, this thesis discusses the dynamic mechanism of the occurrence and development of emerging industries in details, reviews the various scholars' researches on the emergence dynamics, the growth paths and the influencing factors of emerging industries; at the same time it overviews the theory of government function at home and abroad, the content and mode of government function, the evolution of government function and other infrastructure issues as well as focuses on the practical issues of domestic and foreign government function in the development of high-tech industries. Although the researches on government function in the development of emerging industries has become more and more widely, the general study lacks of effective guidance to the practical work, new achievements in theory and methods are urgent.C. Establishing the theoretical basis of the research and building the relationship model of government function in the development of emerging industries. This thesis researches the government function in the development of emerging industries from the perspective of national political institution frameworks and it proposes that different national political institution frameworks determine different government behaviors, and different government behaviors lead to different policy directions, and also influence the development paths of the emerging industries. After systematically analyzing the connotation, type and characteristic of the government function mechanism, national political institution frameworks and the different mechanisms of the government function resulting from it, this study suggests and organizes the elemental system of government function behavior consisting of economic regulation, social management, market supervision and public service, the elemental system of the development performance of emerging industries consisting of the degree of technological innovation, the degree of market penetration, the degree of resource utilization, the degree of stage of maturity, the elemental system of dynamic adjustment of the environmental effect consisting of technical risk and policy risk, and thus it sets up a theoretical foundation and the structural analysis of the main system for the entire study. Based on these views, this study ultimately establishes the conceptual model about the relationship between mechanisms of government function and the development of emerging industries by systematically analyzing the relationship between the development of emerging industries and government function and the environmental dynamic effect.D. Empirical Research. The thesis constructs the measurement items of the different factors of government function, the development of emerging industries, and the environmental dynamic effect, designs survey questionnaires and collects data, describes and analyzes the basic condition of the research samples; after briefly explaining the empirical research methods; the study carries out reliability analysis, validity analysis and factor analysis for the available research data, and on this basis it analyzes with the structural equation model, ultimately, the thesis establishes the model about the mechanism of government function in the development of emerging industries and analyzes and discusses the path relationship between factors; and then analyzes and discusses the environmental dynamic effect.E. Discussing countermeasures that government will use in the development of emerging industries. Based on the relevant conclusions of theoretical analysis and empirical analysis, this study analyzes the change of orientation of government role. In order to facilitate the development of emerging industries, this study discusses policy countermeasures about government function behavior from the economic regulation, social management, market supervision, public service as well as ways to strengthen government function.This thesis draws the following key conclusions:A. There is different relationship and effect between different behavior factors of government function and different performance factors of emerging industries. Economic adjustment has a significant positive effect on the degree of technological innovation, and has a significantly negative effect on the level of resource utilization; social management has a significant positive effect on the degree of the market penetration and the degree of stage maturity level; market supervision has a significant positive effect on the degree of market penetration and the degree of resource utilization and has significant negative effect on the degree of technological innovation, public services has significant positive effect on the degree of technological innovation, the degree of resource utilization and the degree of stage maturity.B. In the environmental dynamic effect, there is a significant modulation effect between government function and the function mechanism of the development of emerging industries, that is, with the increase of technology risk or policy risk, effective government function behavior will have greater facilitating role on the development of emerging industries.The main academic contributes of this study are: to build a mechanism model of government function in the development of emerging industries, and empirical test shows that the model reflects the government's allocation on science and technology and economic resources, research, development and production on the emerging industries as well as the processes of intervention, control and management on market-oriented industry.
