A Tentative Study On Social Management Of Socialism With Chinese Characteristics

The orderly operation of the society can't do without scientific management. However, the latter doesn't get its due attention under the traditional homogeneous system. Since the reform and open policy, along with the transformation of economic system and the society, the system of units are weakening, social mobility is speeding up, social organizations are springing up, and new social problems and community affairs are increasing. Thus the traditional social management system based on the system of units is very hard to carry on and it's of urgent needs to establish a new social management mode adapted to the development of socialist market economy and the construction of socialist harmonious society.The subject of social management of Chinese Socialism should be multiple-unit, which includes party committee, government, society and the public, while the object should be the social system in a narrow sense, which includes social life, social affairs and social organization. The subject and object of social management are linked together and differed with each other. They are unified in the practice of Chinese Socialism. The social management pattern of "party committee's leading, charged by government, cooperating with society, public engagement", proposed by the Central Committee of the Communist Party of China is in fact the basic structure of the mode of Chinese socialist social management. This mode clearly defined the function and role of party committee, government, society and the public in the social management and it differs distinctively from the traditional social management system. It's not only in accordance with the current requirements of our country's economic and social development and fundamental realities of the country, but also a clear reflection of the fundamental tendency of good governance from aspects of the subject, manner and content. Due to the inertial influence of the system and the complexity of social management, the perfection of the social management will last quite a long time. The current problem may distinctly present with the following aspects:the backward idea and theoretical research, and the inadequate subject function of social management, the increasing of the inducement of social contradiction causing the management more difficult, etc. The deeper reason lies in social differentiation, multi-interests, the serious delay of social system reform. So we must cultivate the ideology of people-first, governance and good governance, justice and equity and management according to law. We must also make efforts to construct new relationship between government and society. Innovation of grass-roots social management system, interest balancing mechanism, social security system, social work system, social organization and management system, social emergency management, and the like should be focused as key tasks. At the same time, we must speed up the establishing and completing performance evaluation mechanism in order to regularize behavior of the subject of social management, improve the management effectiveness, and promote and perfect the social management by evaluation.Based on the guidance of the dialectical materialism and historical materialism of Marxism, this dissertation adopts methods of the combination of policy analysis and theoretical analysis as well as the combination of theories and practice. From basis concepts and theory, the dissertation tries to make a systematic analysis of the social management of socialism with Chinese Characteristics in order to further facilitate the study of the law of social management and provide valuable theoretical analysis and applicatory strategy for the construction of socialist harmonious society.
