Research on Patterns and Processes of the Information Technology Governance in E-government in ChinaE-government is essential for the competitive advantages of governments in the moment. Serveral barriers lie in the information sharing, collaboration and strategic alignment in the implementation of e-government in China. There are urgent needs to solve this governance related problems. In light of these problems, the paper investigates the patterns and processes of the information technology governance in e-governmant in China.With a thorough investigation on the key concepts, the paper makes a systematic review on the evolution of the e-government, adoption and diffusion, patterns and determinances of the e-government. The review uncovered that there are vacancies in the IT governance in e-government research, especially those researchese focued on the implementation of e-government in China. The paper discussed the theretical bases on the IT governance. There theories discussed thoroughly were enterprise governmance, government governance and IT governance. Two drivers, these are internal innovation initiatives and external social requrements are analysed as two main drivers of the e-government in China. The paper brings up the dynamic evolution model of e-government and makes a detail discussion on the structures and features of the Chinese government. Based on these analysises, the paper discussed the patterns of the e-government in China and brought up a general decision making and knowledge transformation framework that focusing on the e-government in China. The paper introduced two popular process standards these are COBIT and ITIL in the IT governance area and made a discussion on the availability of these two standars in e-government in China. With a combination of survey and case method, the paper investigated the IT governance patterns and process in Shanghai.
