Research On The Development Paths Of E-government From The Perspective Of Digital-Era Governance In China

E-government realizes the essential change to the way of dealing with government affairs,and it is the main way of modern government supplying public service.The application of information technology and the innovation and development of governance theory are becoming an important pillar of the public service system.On the one hand,along with the "Internet plus",cloud computing,big data,smart mobile media,and "zero contact" and other technologies emerging,not only bring opportunities for the development of E-government in China,but also take great changes in Administrative Ecology.On the other hand,Dunleavy and other scholars through the study of the new public management theory in the United Kingdom,the United States,Australia and other leading countries in the use of the status,and then present Digital-Era Governance theory.They emphasize the pillar role of information technology in public administration and public service,which promoting the development of E-government in China from the perspective of theory and practice.However,as for how to develop,what kind of mission,to achieve what kind of change within the government and other issues have not given a clear exposition and systematic demonstration.At the beginning of the new century,E-government is not a purely technical issue.It is necessary to meet the trend of the times and to match the theory of China's governance,and a new plan for the future development of E-government.This study uses the methods of literature analysis,system analysis and comparative analysis,fusing the development of E-government in China and the main theory of government administration,with the help of e-government evaluation index at home and abroad,analysis of the current status of China's E-government development from the international rankings,domestic level,development index,service quality,infrastructure,development idea,and its regional economic imbalance,bureaucratic inertia,information gap,street bureaucracy and other factors.Then,combined with the potential thrust of information technology and three core ideas of Digital-Era Governance,such as Reintegration,Needs-Based Holism and Digitization Processes,to structure the brand-new paths of E-government development in China.
