| The innovation of the multi-party cooperation system is a very important theoretical and practical issue, which demonstrates the superiority of the system, enhances its legitimacy, mobilizes the enthusiasm and initiative of democratic parties, and also helps to create a new situation of the enterprise of socialist modernization. Since being formed, this system developed gradually at the theoretical and policy level and playing a more and more important role in local politics has reached a new state. Of the innovative practices of the multi-party cooperation at local level since the Reform and Opening-Up, the cooperation between the central committees of the democratic parties and Bijie Trial Region is a most significant and effective one, and the effectiveness leads people to think about the superiority and the future of the system from a new perspective, and to think deeply how democratic parties fulfill its role and functions better as participating parties. Based on the discussion of the multi-party cooperative practice in Bijie Trial Region in the past 20 years, the thesis concludes:to maintain its vitality and enhance its legitimacy, the multi-party cooperation system needs unceasing innovation, especially innovation in practice.With the methods of "survey", "interview","structure and function theory" and "ecological analysis", this is an empirical study on the multi-party cooperation in Bijie from a panoramic view.The study includes three parts:introduction, body and conclusion. The body can be divided into two parts:the first chapter is the theoretical analysis and the second part which includes four chapters focuses on the study of the concrete practice in Bijie Trial Region.Introduction describes the origin, the background, the research status and the framework of the study, and defines the concepts.Chapterâ… discusses the basic theory of the innovation of the multi-party cooperation system. At first, we discuss the foundations of the innovation, which means the theoretical, historical, realistic and cultural foundations. Secondly, based on the division and connection of "system", we consider the necessity of innovation and focus on the main contents of it:system, mechanism,elements of the system, and the connecting forms. The final step is the analysis of motivations and principles of the innovation.Chapterâ…¡focuses on the construction of the model of the multi-party cooperation in Bijie Trial Region. The first part introduces the historical background.Then we introduce the formation of Bijie Model and the important role of the democratic parties in this procedure. Thirdly, we discuss how the multi-party cooperative practice promotes to realize the theme of this experimental area, and at last we emphasize the significance of the establishment of Bijie Trial Region from four aspects.Chapter III is a comprehensive analysis of the innovation practice of the multi-party cooperation in Bijie Prefecture. The innovation practice in Bijie has enriched and improved the multi-party cooperation system in six sides:the enrichment of the cooperative content, the improvement of the function of the system, the expansion of the cooperative ways, the innovation of the specific system, the deepening and improvement of the concepts and forms of cooperation. We specially analyze the innovation of the specific systems including "the expert advisory group", "the appointed co-operation system" and "the joint meeting system".Chapter IV discusses the achievements and experiences of the innovative practice of the multi-party cooperation in Bijie. First, it propels the construction of three major themes and has achieved great results. Secondly, it promotes the construction of the democratic parties. Finally, we discuss the experience from three aspects:to promote the multi-party cooperation under the overall consideration of the reform and development of our country, the ruling party and the participating parties work together, and based on the conditions of this prefecture, to deepen the contents and forms of the multi-party cooperation.Chapter V focuses on the inspiration of the innovation practice of the multi-party cooperation in Bijie.The innovation of the multi-party cooperation system must aim to enhance the legitimacy of the ruling party, to promote political democracy, to be effective, to improve the specific systems, to promote party harmony, and finally to promote political civilization.At last, based on the above analysis, we prospect the future of the multi-party cooperation in Bijie Trial Region. One is to speed up the construction of the democratic parties, the second is to increase the number of the members of the democratic parties taking the chief position in government agencies, the third is to make Bijie Trial Region as a landmark of the multi-party cooperation and demonstrate its exemplary effects.
