Research On The Reform And Development Of China's National Individual Sport Associations

After Beijing Olympic Games, Chinese sport is on a new historical starting point. Further promoting a big sports country to a powerful sport country is many sport journalists'glorious duty and sacred mission given by the State Council. This major strategic objectives need to reform and improve our sport management system and operational mechanism, and the ultimate result rests with the physical development of national sport associations, especially the individual sport association. This dissertation uses the literature research, questionnaire, expert interviews and other methods, based on the comprehensive reference and the actual situation of China' s sport undertaking, we try to comb the development process of the national individual sport associations, and in-depth analyze the advantages and disadvantages of the isomorphic mode of the Center and the Association. On this basis, Substantial development of programs and policy recommendations are proposed for China's national individual sport association to facilitate the benign operation and healthy development.Main Conclusions:the development of national individual sport associations can be divided into two parts, the origin of the association before the founding of New China and the establishment and development of the associations after the founding of New China. Four periods were formed after the founding of New China:from the founding of New China to the Cultural Revolution, the Cultural Revolution, from the Cultural Revolution to the restructuring of the former National Sport Commission, after "National Sport Commission" being restructured into the "National Sport Bureau"; The advantage of the isomorphic mode of the Center and the Association" is analyzed as followed:good integration of resources, using the Olympic project strategy to improve the sport level; reflecting the level of our current political, economic and social development; reflecting the Chinese characteristics of sport management system; reflecting the existing development level of sport associations; achieving the dock management of the management center and the sport associations. The existing problem of the isomorphic mode of the Center and the Association is also analyzed:the relationship between government and institution, institution and association, government and association should be further rationalized; the association's internal juridical governance structure needs to be improved; high-level elite in association needs to be strengthened, sources of funds should be widened; association's entire social network system should be perfected; association's overall social impact needs to be enhanced; relationship among all levels of association needs to be straightened out.The basic trend of national individual sport associations is the process of government's function transferring and the Association's function expanding. The overall substantial development objective of national sport associations is proposed:according to China's national conditions, we adhere to the guidelines of "separating the functions of government and association, separating management from operation, implementing the government's macro-management and the Association's specific operation," as well as the approach of "steady progress, the progressive implementation, and the combination of milestones with long-term goals, the overall design with the step-by-step implementation", so that our national individual sport associations can truly take on functions of sport event management and operation, and with a real sense of "association system" in the sport event management. And by adopting the way of government purchasing sport public services from the sport management associations, we achieve the complementary relationship between the government and the Association, thus further promote the operational orbit of socialization and industrialization of the association. Finally the substantial development milestones of the national sport association are proposed:division of institutions and associations; promoting the Association's juridical governance institutions; the complementary cooperation of government and association and its specific development path is:path of cooperation between government and association; corporation between enterprise and association; cooperation between district community and association.
