To narrow the gap between China and the developed countries and to improve the future competiveness in the international community, our country has timely put forward the strategic target of building innovative country and human resource power in the face of science and technology advancing rapidly, international competition becoming increasingly fierce. Higher education, as the main body of scientific and technical innovation, the cultivation base for creative talents and the leading center of innovative culture, undoubtedly has been endowed with unshirkable mission and duty. Also accerlerating the development of higer education and building a higher education power have become the practical appeal to answer this historic mission, which undoubtedly put forward higher requirements on higher education. However judging from the reality, the obsolete idea and rigid system still constrain the innovation and development of higher education.. It is well known that idea innovation is the precursor of all reforms and the growth history of world powers of higher education has proved that the innovation of education idea plays a critical role in building a higher education power. Therefore innovating the education idea is the priority.Higher education idea is a concept with broad connotation and extension. From the perspective of connotation, the education idea derives from the triunity of ideality, faith, and practice which is the indispensable significant attribute; from the angle of extension, it can be divided into several gradations, namely higher national education idea on the macroscopic level, the college idea on the middle level as well as the school-running idea on the microcosmic level. Moreover the purpose of education idea innovation is to better instruct the higher education power building, which determines the special features of this research. These special features are as follows:firstly the higher education idea on the nation level, which is a key factor affecting the higher national education's healthy development and which has been disregardful in the previous theory study, will be focused on; secondly an innovative comprehensive method will be adopted, which starts with historical analysis, refers to the realities, takes innovative theories as instructions and avoids the one-sidedness caused by single innovation method.Our country's modern higher education which has go through one hundred year of history can be divided into two stages taking reform and opening-up as boundary according to the forming course of higher national education idea. One stage is before the reform and opening-up. During this stage the higher national education idea of our country mainly imitated that of other countries, which can be seen as the historical changing period of higher education idea. Another stage is after the reform and opening-up when our country started to independently explore the higher national education idea that was suitable for our national condition. This stage can be regarded as the developing period and current situation of higher national education idea. By analysing the changing course of higher national education idea we can see that in terms of higher education development idea, polity determines the changes of development idea; in terms of higher education administration idea, administrative power dertermines the direction of administrative idea changes; in terms of personnel training idea, social demands become the direct incentive of personnel training idea changes. Although higher national education idea has basically formed a stabilized idea system after experiencing thirty years of reform and opening-up adjustment, a lot of problems still exist. The problems are as follows. From the perspective of higher education development idea, utilitarian value orientation weakens the public welfare of higher education; from the angle of higher education administration idea, independent adminiatration authority is still constrained and insufficient; from the perspective of personnel training, the deficiency of human nature leads to the students'weak comprehensive quality and lack of innovation ability.There are many practical problems in the presence of Higher Education, and innovation pattern of Higher Education has become the country's urgent needs, but the concept of innovation is not only different in form, it is need to in the order of standards of innovation. the study showing,In the analysis of the basic theory of innovation based on the combination of its unique content of higher education, the combination of international and national character, combining with conservative times, the combination of diversity and unity, the combination of generality and specificity is the concept of innovation should adhere to the basic principles. There are three kinds of innovation, that imitate the innovation, absorption of innovation and independent innovation; National Higher Education and innovation are also has three ways, namely, imitation, and spontaneous conversion of endogenous reference. through the analysis of the failures in the Higher Education in our county and compare with the successful experience Innovation in Japan, combined with the current concept of social development, innovation and higher education requirements of the times, the study show:spontaneous endogenous innovation in our own way is a national higher inevitable choice for innovative educational philosophy.So, be faced in achieving the goal of building an innovative country and higher power in the strategic objectives, and how to design the concept of the blue print of a paper to solve this core problem. In fact, the innovation process in national higher education concept, historical analysis to the concept of innovation lessons learned, status description to indicate the basic concept of the direction of innovation, the concept of innovation theory provides scientific guidance. Learn from the successful experience of higher education in developed countries, in view of the practical problems in higher education of our country, combined with social development and the future demand for higher education, the study found:in the development of concept in higher education, to establish a higher priority to the development philosophy and ecological diversity of concept; in Higher Education Management, and to establish a decentralized management philosophy and academic based management concept; concept in personnel training, to establish a culture of innovation and entrepreneurship, quality education and educational philosophy. so, in order to guarantee the implementation of these innovative concepts must also be from the systems, policies, culture and other aspects of the implementation of effective change. Only in this way, the National higher education can be continued to deepen and sustainable development.
