The research of the connotation development of the higher education in china rise in the early of 1990s. As far as today, this concept's vicissitude has experienced three stages. That from the initial scale expansion to confrontation and scale expansion taking to improve the quality as subject then to focus on the long-term strategic higher education connotation development, the concept has experienced the self-vicissitude and surmounting. The " connotation development" we say now has produced the opposite implication to the initial discussions about the "connotation development". How to inspect and determine the concept of the higher education connotation development", whether we can, then using the deserved connotation of "the higher education connotation development" to illustrate the path of the current higher education development is the theme and content of this article.The occurrence background of our country's higher education connotation development is different from the western education. It is started from the historical process of building socialist market economic system of China, has its own developmental characteristics. The research of the higher education connotation development is the relative response research to the university spirit, the university culture and even the entire social advancement. It appears for the needs of our society and education development and is taken seriously by the people then. There are many articles and works about the research of the higher education connotation development in our country now, some of them focus on the discussion of the development path, some focus on the discussion from a strategic point of view. But there are hardly any works that launches the detailed elaboration from the perspective of the development and change of the concept of "the higher education connotation development". This research paper bases on the recollection, the reconsideration, the reconstruction and forward-looking to the concept of "the higher education connotation development", further clarifies the notion of "the higher education connotation development" as a strategic term. It carries on demonstration around this strategic term how to cover the deep-rooted problems of our local higher education, such as the higher education cultural reconstruction, the institutional innovation, the system transformation, the running of the academic authority and the administrative authority and so on.The article mainly includes four parts. The first part is mainly expounded the question origin's source, proposed that "the higher education connotation development" has already become the Chinese higher education's leading words, the strategic choice and the policy guidance, but its concept's existence form and the existence significance have the huge different meanings. As a strategic concept, "higher education connotation development" needs further clarification in order to make the deep-rooted problems relating to education attached to its development trend and establish a modern higher education suited to China's national conditions. The second part explains the concept of "the higher education connotation development" in detail, encompassing its original existence form, the developing process as well as the connotation implication under guidance of the view of science nowadays. Points out that the concept of "the higher education connotation development" unceasingly moves and turns over, evolves from the original quantity's development to the enhancement in quality, forming the situation whichin the scale expansion -- suppression --further expansion --suppressionagain. And it analyzes the international background of this concept from the new public management view, simultaneously raises a lot of questions about our higher education realized the mass education in just ten years in order to reveal the various characteristics and consequences because of its emphasis on the expansion in quantity while neglecting its quality and social effect and other aspects. The third part firstly analyzes some arguments at present, mainly divides into the factor theory, the functional theory and the structure theory. Then it makes a simple judgment to the originality, standards, strategic direction of the concept. And points out that the theory of "the higher education connotation development" has flaws in the innovation, which unable to cover the fundamental problems that the higher education is facing at present. The fourth part is tried to orientate the concept of "the higher education connotation development" in multi-level and multi-dimension. These include the value dimension orientation of taking the university spirit reconstruction as the primary intention, the system dimension orientation of taking the higher education management system transformation as the center, the quality dimension orientation of taking the promotion of human's comprehensive development as the instruction and the establishment of the words dimension orientation of "use Chinese words to explain Chinese problems". Through the orientation of these four dimensions, the deserved connotation of "the higher education connotation development" is showed to people clearly at once. It is a multi-level and multi-dimension concept covering the update of the higher education value idea, the transformation of the education system and the management system, the education development level and the quality evaluation as well as the education words system.This article forms its own characteristic, namely stands on the front of the basic theory and faces the most practical problems of higher education directly, has made the direct judgment to the realistic question and the rule of our country's higher education development. It breaks through the fetter of the some conclusions today, further deepens the concept meaning, directs to the deep level questions which Chinese higher education faces, namely the aspect of the idea, the system and the cultural level and so on. Thus gives "the higher education connotation development" a real strategic meaning.
