Yang Deguang is a well-known scholar in higher education in China.He has published more than 40 monographs and more than 600 papers.More than 20 cientific research achievements have been awarded at the provincial or ministerial level or higher,providing many precious results for China's rapidly developing higher education.He has an open academic mind and a keen academic sight.He has published a number of awesome academic views on many major higher education academic ideological issues in different historical periods in China.Yang Deguang has been keeping pace with the times to consider issues in the field of higher education research in China since he enter the education field.His many points of view have certain implications for the development and progress of higher education in China.As a university administrator,he has always been at the forefront of teaching and educating people.He is knowledgeable,dedicated and he loves students.Yang Deguang used the multiple identities of his principal,teacher and scholar to interpret the legendary life of a generation of educators for us.He has made great contributions to the development of higher education in China with his forward-looking and groundbreaking concept of higher education.This study attempts to sort out the background of Yang Deguang's higher education management reform concept through the literature method and interview method;analyze Yang Deguang's main views on higher education management reform;summarize Yang Deguang's achievements in reform and practice,in order to give some enlightenments for the development of higher education in China.This research believes that: Yang Deguang has experienced hardships during his growth stage and has cultivated his tenacity,which has provided him with the spirit of countercurrent and fearless resistance in his reform practice.Judging from Yang Deguang's work experience and his research context,We can find that Yang Deguang's research field is closely related to his current job.The subject of theoreticalresearch often comes from work practice,and returns to practice in order to solve problems and promote reform.Growth experience,working experience,the influence of some educator's ideas,and the development and change of the social environment are all background factors for Yang Deguang's concept of higher education management reform.Yang Deguang believed that higher education should take the initiative to adapt to economic and social development.Therefore,his research,whether it is macro-level higher education management reform or micro-level university internal management reform concepts,explores from this starting point: What goals should those outdated management policies and methods be reformed to solve the current problems,and to achieve the purpose of higher education development with the continuous development of society and economy,in the transition from planned economy to socialist market economy in China.This study analyzes and explores Yang Deguang's philosophy and practice of higher education management reform from two aspects.The first part focuses on Yang Deguang's macro education management reform concept.It mainly involves Yang Deguang's reform of higher education running system and higher education market reform ideas.In terms of the school running system,Yang Deguang's most important proposition is that colleges and universities must establish multiple ownership systems,and we should emphasized on expanding the autonomy of colleges and universities through various ways.In the concept of the higher education market,Yang Deguang insisted that universities should go into the market,which is an inevitable direction for higher education to adapt to the development of a socialist market economy.The second part studies Yang Deguang's reform concepts and specific practices in the internal management system,teaching management,personnel management,college student work management,and logistics management of colleges and universities.In terms of internal management system,Yang Deguang's main ideas include that the principal should establish the service awareness,should be able to mobilize the enthusiasm of the entire management team,should use management knowledge to manage the school,and should insist on democracy.About college teaching management,Yang Deguang emphasizes quality education and innovative education,and he takes practice of "reducing required courses and increasing elective courses" in actual management.In terms of college personnel management,YangDeguang attaches importance to teachers' professional development and assessment mechanism,in order to improve teachers' status,and he also emphasizes on the diversification of the source of university teachers.In terms of college student work management,Yang Deguang adheres to the moral education concept of "moral education is the most important of all",and he is also one of the earliest scholars who advocated that the distribution of graduates needs reform.In terms of logistics management,Yang Deguang's main point is that college logistics must be socialized.At the same time,he also pays great attention to the construction of the campus environment.Summarizing the concepts and practices of Yang Deguang's higher education management reform,we can find that his concepts are forward-looking,innovative,pioneering,and applicable.In addition,Yang Deguang's courage to face doubt and pressure,his foresighted view,his solid academic foundation,and his open mind that promotes the absorption of advanced foreign perspectives are all important for a manager and reformer and has certain enlightening effects on all of them.
