Since the reform and opening, the human development of china has made a great progress, about 5 billion populations to get rid of poverty. But in China' different regions, urban and rural, their development is not balanced, and the polarization between the rich and the poor is more intensified. Especially remote national rural, the wicked natural conditions result in poorer. For solving the problems of poverty, development of man is the key, and the education can improve largely the survival conditions of the rural population. Along with the development of our new rural building, policy systems have transformed from the rural support cities, agricultural support industrial to urban back-feeding countryside. Accordingly, the rural education, the rural social and economic development, the cultural change problems need to be solved has undergone a qualitative change in many means, these changes indicate that we must look for new rural development way.This study focuses on the development intervention ways of a poor minority rural in China Yunnan. The fieldwork method of anthropological is used to investigate, describe and explain two different developing way of rural community since reform and opening——the state leading rural reform, and the promoting poor minority rural community development with rural education leaded by experts and scholars. Based on the development anthropology theory, this paper analyzes the rural development reality elements, driving force and the development of discourse, and studies the relation prospect between the school and the social, economic and cultural in practice of rural development. Based on rethink to the development theory and rural practice, a new idea of the education and community comprehensive development for the poor minority rural attempt are proposed in this study.The rural education is influenced from the big time and society development trend, and also rooted into the local culture, economy, society, geographical elements. In reality, the school education is not closed or static in countryside. Modernization movement links the rural society and school to state community, meanwhile, also changes the local knowledge. Knowledge in the era of globalization background, the rural education could not independent of current times, consequently, it should adhere to the basic education of urban and rural should be developed in balanced, and realize the sophisticated of the rural education by improving the overall quality of students. At same time, reconfigure local knowledge, local culture and rural values as useable resources of rural development and seep into rural education, and strengthen the function of rural school services to rural and construction a learning countryside.The development and reform based on the national consciousness take the technology, modernization as main background, although it has the 'plan' appearance or clear 'socialism' ideology characterization, which is pragmatism and such as the 'white cat and black cat theory' said of Deng Xiaoping, its development mode with the top-down launched and implement does not be changed, but it also absorbs actively some experience and practice from international development research. The endogenous development activities based on local launched by experts and scholars, tracks international changes and development trend, emphasizes bottom-up participatory development, and advocates the development concept of localization and indigenization. While this kind of research put in practice, it would connect with organization and institutions with national backgrounds more and less, thus ensure implementation and operation of projects. Since China's reform and opening, the pragmatism oriented 'development' reality and the participatory development knowledge theory of pragmatism is actually commensurate. Therefore, the different development paths of countryside should be turn into more conscious'dialogue'and 'interaction' times.Rural construction should is a kind of heuristic strategy in firstly, it represents the future exploration of country, it is not a sketch of the new countryside, but it should be a method how to and maybe structure the ideal picture of rural society. For the poor and backward area, the development ways of rural are suggested that combine the innovative with learning, and endogenous with exogenous intervention. In this development path, learning rural is the base of development, human is the core of development, combining the outside intervention and local demand is the key to the development. of various methods, Through seeking various of methods strengthen and reconfigure local resources to reduce the local competitiveness relative disadvantage, using education and learning promote the overall development of the countryside, maintain and improve rural all kinds of value.The significance of this study lies mainly in providing local experience for China rural education and community comprehensive development, while focus on the development of anthropological theory, also focus on the unscramble and construction to the development intervention. These problems discussed by this study have certain reference value to explore rural education and rural comprehensive development of poor minority region.
