China society has entered a new stage after the in-depth development of the reform and openingup. Some brand new social contradictions occurred. Wealth gap between rich and poor is growing, andinequality of opportunities and results is spreading in the whole society. Social fair order is sufferingtorture from the development concept. As a tool to improve inner human quality and eliminate theexternal effects, education was supposed to be an important means to reduce the social gap. However,the reality is that the education gap between urban and rural areas also increases in the urban-rural dualstructure system. And it will directly cause increasing gap of knowledge, economic status and incomebetween city and country side residents.The theory of constructing the harmonious society, with its end to resolve Chinese contemporaryproblems of social development, has taken Marxism with Chinese characteristics to a new levelbecause the idea that it stresses is in harmony with the centre idea of Chinese traditional culture. Underthe background of constructing the socialist harmonious society greatly promoted by China, faireducation and balance development of education have become top issues in constructing the socialistharmonious society. Thus, it is very important to realize education fair on the base of weakening ofurban-rural dual structure, manifest its value in the range of education system and policy and eliminatethe imperilment caused by unfair education.In this paper, the issues of fair basic education under urban-rural dual structure were discussed whilethe urban-rural dual structure served as the platform. This paper consists of four sections except thefirst chapter.The first section includes chapter2. In this section, the research significance of this theme wasanalyzed, and the importance of promoting fair education on constructing the socialist harmonioussociety was discussed. As a core conception of harmonious society, social justice idea has beendeveloped and formed during the sinicization of Marxism. The gist of constructing harmonious societyneed to be realized through social justice. Justice plays an important role in social stability and socialconstruction during the construction of harmonious society. Education is the foundation of nationalrejuvenation, and fair education is an important foundation of social justice. There is an interactionbetween fair education and harmonious society.The second section includes chapters3-4. Background and reality of the theme were analyzed, and thepresent situation of unfair education in China and the harm caused by urban-rural dual structure werediscussed. As an evitable economic phenomenon during the industrialization in developing countries,the urban-rural dual economic structure in China not only appears as economic structure between modern industry and traditional agriculture, also appears as social structure between urban society andrural society which has existed for a long time. Based on the field investigation, the author comparedthe education statuses between urban and rural areas under the urban-rural dual structure, and analyzedthe jeopardy of the gap.The third section includes chapters5-7. Fundamental reasons of the theme wereanalyzed. Unfair education phenomena in China under the urban-rural dual structure were analyzedfrom three aspects: social stratification, politics and policy, and the underlying reasons were discussed.The author points out that under the urban-rural dual structure systematic obstacles in education are thesources of urban-rural unfair education, the drawbacks of education policies result in urban-rural unfaireducation. The interaction between social stratification and fair education continuously promotes unfaireducation. The subproblem s were deeply discussed around the theme.The4th section includes chapters8. Solutions were proposed for the theme. Based on the practicaloverseas experiences of fair education, concrete measures of weakening urban-rural dual structure inChina and present government function changes in educational, realization of fair basic education inunban and rural areas in China was preliminarily discussed. The author believes that urban-rural dualstructure is the root cause for unfair education, and fair education can not be realized only by educationpolicy reform. Fundamentally, fair education can be realized by following measures: reformingmacroeconomic policies to promote the dual economic structure, pushing China's urban-ruralintegration strategy to weaken urban-rural dual economic structure, taking some effective measures toreform education system and improve education policies.
