American public policy scholar Thomas.R.Dye in his book《understand thepublic policy》set up“the model of system theory”, which point out the contacts ofpublic policy with society, the political system: First is the social and political systemeffect public policy, Second is the public policy effect social and political system,From the second contact we can see the primary concern of public policy is emphasepublic policy’s social effects.Education policy,is the important part of the public policy,which can not beneglected.The role of the target groups is significant, target groups indicate publicpolicy’s objects, regulation, standard, allocation and regulating.
