The reform of administrative systems in the institutions of higher education in China has become a hot issue attracting the attention of the whole society. With regards to a changing environment of marketization, globalization and more dependence on internet, the paper herein aims to give a holistic analysis of historical development, strategic structures, and the models leading to innovation in the fields of teaching and researching and the supporting system in the institutions of higher education in China. Methodologically, the analysis adopts the theories and approaches from economics, management, and education. The paper also analyzes and evaluates the achievements and effectiveness in the innovation of the administrative system inside the institutions of higher education. Based on this analysis, the paper herein advances proposals on macro-policy-making concerning reform and innovation in the administrative system inside the institutions of higher education in China.Based on the theories of principal-agent, hierarchy, human resource capitals, competitive advantages and core competences, the study herein has reviewed the historical tracks and experiences of the reform of the administrative systems, especially the internal administrative system, of the institutions of higher education in China. Starting from that review, the paper has constructed a new model for another round of reform and innovation in the administrative system of the institutions of higher education and expatiated the connotations and directions of such a system reform and innovation. To ensure the success of the system reform and innovation, the author thinks it necessary to deal with eight relations, i.e., 1) the relation between administration and service, 2) the relation between rational rewarding and effective competition. 3) the relation between scholastic power and administrative power, 4) the relation between teaching and researching, 5) the relation between social interests and economic benefit. 6) the relation between scale benefit and structure benefit, 7) the relation between holistic promotion and breakthrough at key points, and 8) the relation between the external environment and internal condition. The author focuses his study on the two important aspects of the reform and innovation with the administrative systems inside institutions of higher education: the aspect of teaching and researching and the aspect of supporting systems. The former covers such issues as credit systems and elastic duration of study, the system of advisors and innovation-oriented education, specialty education and scholastic construction, the responsibility for senior professional personnel training and its functions in social service and as social leaders. The latter includes such issues as the administrative functions of the colleges and departments under universities, the innovations in human resources management, and the marketization of the internal management system. In discussion of all this, the paper offers its comprehensive evaluation system based on the study of basic theories, principles, and methods with the evaluation and assessments of the internal management system.
