The traditional administrative system of China's higher education is of a central-controlled and submissive mode. Higher education in China, as a rare resource, run in the existing frame of the current administrative system of higher education, has produced low efficiency, and is far from meeting the needs of socialist market economic development. Because of this, for higher education in China, as the subject running schools that strive for maximum interests, how to seek an administrative system , suitable for the practice of higher education in China, how to realize Pereto Optimum in the process of utilizing the sources of higher education in China, is indeed a good way to solve the defects of the administrative system of current high education in our country, and has great theoretical and practical significance.This thesis uses the relevant theories of system economics to conduct the research in terms of innovative subject, sources and means, and makes clear that the central government, local governments, colleges and universities are respectively the macro-subject, mid-subject, micro-subject. On this basis, the thesis further puts forth the view that the motives of the macro-subject's innovation is to get the maximum profits to increase the contributional rate to the economic growth of our country of higher education; that of the mid-subject's innovation is to win more rights to speak for itself; while that of the micro-subject's innovation is to regain the vigor in running the society-oriented and market-oriented schools so as to fully enjoy the economic benefits resulted from the increase of efficiency in running schools. This thesis attempts to prove that the innovative methods are mainly the ingenious combination of mandatory changes and inductive changes. The contents of the research include the theoretical origins of system innovation, the drawbacks in the traditional administrative system of higher education in China.In the research, in order to analyse the issues more clearly, the thesis adopts the Game Theory, cost-benefit analysis, and exemplification etc.The conclusion of the thesis is mainly manifested in the goal-prospect of the target mode, which is sincerely intended for the policy-makers' reference of China's higher education..
