With the promotion of the Reforming Project of the Elemental Education Curriculum, local curriculum development-a real problem, it will be gradually known, designed and implemented. How to get rid of understanding of people's inherent, narrow, lacking of the views of many aspects and clairvoyance of modern curriculum theory, how to re-explain the value of local curriculum given by new curriculum, how to respond the puzzles and problems in the practices, how to choose scientific and effective ways, in order to make the nice wishes come true, which can be an important part of national curriculum, that is a true subject. Here we take an example of the local curriculum development in multicultural background and will try to explain the basic problems of the developing of the local curriculum. The series exploration of the local curriculum development can serve curriculum reform practice.The introduction, analyses the theoretical background, shows its purpose and values of the research, introduces the present situation in details and puts forward the basic method on the study.The source of the study: the scanning of local curriculum is the true background of the study. When coming into the scent of local curriculum development in multicultural background, I find out the problems bothering practitioners are what is the concept of local curriculum, how to evaluate the value of local curriculum, how to develop the system of local curriculum, how to choose the source of local curriculum development, how to construct the types of local curriculum. The following parts are from the above problems.The reflection of approach: The understanding of local curriculum, giving the analysis and explain to the content and value of local curriculum, is looked as the principles and the approach of local curriculum development in multicultural background. First, after reflecting the present study conclusion and the history of local curriculum development, rebuild the concept of local curriculum. I think that local curriculum is to supply a power to adjust, readapt and expand for local educational government, under the guidance of national education policies and aims in order to made national curriculum system adapt to the needs of local economy, culture and students' development, by the base of national curriculum design and curriculum plan, by the arrangement of curriculum sources. Then after analyzing the base of curriculum theory, this thesis interpreted the value of local curriculum in multicultural background. I think that the local curriculum development in multicultural background will be helpful to deal with the relationship between culture and human or education. It will be helpful for us to understand and search the value of local culture fully to promote the students' intellectual development, to deal with the relationship between single curriculum and multi-curriculum, to show the modern curriculum theory.Local curriculum development (Volume 1): This thesis studies two practical ways to choose the local curriculum development system in multi-culture background. The one, I argue that there are four modes in overseas curriculum development mechanism after comparing and analyzing, including cooperative mode, compensational mode, integrative mode, bridge mode. The other, this thesis analyzed the educational characters, the merit and disadvantage for curriculum development mode in multi-culture background in china. I put forward the practical ways. We should pay attention to the system of curriculum development, focus on our national curriculum culture, keep the necessary strength between mono and multi-culture of local curriculum development system in multi-culture background, continue to keep compensational mode and try bridge mode based the experience of the local curriculum development in multi-culture background.
