On The Uncertainty Of The Relation Between Education And Employment

In recent years, unemployment and being off-job have become a conspicuous problem in the social and economic life in our country. In order to alleviate the more and more serious pressure caused by social employment, scholars have put forward quite a number of constructive proposals and suggestions. Among these the expectation of solving the problem of unemployment through expanding the scale of education and upgrading the work force education level holds an important place. Yet the reality we face is, on the one hand, along with the rise of the economic living standards, the enrollments of students have been increased, especially the scale of higher education has quickly expanded. On the other hand, the employment of the graduates from colleges and professional schools has become more and more difficult, and the number of unemployed people with high qualifications has ever increased. Thus appears the phenomenon of the co-existence of large number of students pursuing higher qualifications and people being in an awkward position.Is the relation between education and employment certain? This research holds: First, uncertainty is the natural quality of market economy. The joint effect of educational scale expansion and general market-mechanism has made the relation between education and employment uncertain. Second, the uncertainty of the relation between education and employment can be represented by some criteria such as graduates' employment rate, educational benefit dispersion grade, and the level of overeducation occurrence rate. Third, personal choice, school, work-force market and work place are significant factors that affect the uncertainty of the relation between education and employment. Fourth, in a society of market economy, the uncertainty of the relation between education and employment is a "sword with double blades", thus it is necessary to avoid the disadvantages of the uncertainty of the relation between education and employment from the perspective of institutional layout. Fifth, at present the uncertainty of the relation between education and employment is appearing in our country. Its formation is related with the objective trend of social economic and educational development, also the lagging behind of institutional change to the practical demands of economic and social development (including the development of the relation between education and employment) during the course of the restructuring of economic system, as well as the inappropriate policy-making of economic and social development. Now we should take active measures to avoid the disadvantages of the uncertainty of the relation between education and employment from the perspective of guiding and respecting individual's education choice, deepening the inner and outside school education reform, and changing relevant functions of the government.This thesis is divided into four parts. The first part is the historical research into the occurrence of the relation between education and employment. The author investigates the history of the practical development of the relation between education and employment, and holds that the hookup of education and employment is a historical phenomenon that appeared only after human society adopted wage-paying work form, and has gone through three development stages from certainty to uncertainty under the functioning of various factors.People's understanding of the relation between education and employment also has a course of change and development from affirming the positive effect of education upon employment at first to gradually caring for the complexity of the relation between education and employment.The second part is the exploration of representation and effect of the uncertainty of the relation between education and employment.
