Analysis Of Transfer Payment System Based On Compulsory Education

Transfer payment system can provide regional public service,balancely,and realize the regional equalization of public service.During the developing of public service equalization transfer payment system has been proved to be the most effective fiscal measures to realize equalization in developed countries.At the same time, Compulsory education as an important aspect of public services, analysing the transfer payment system of compulsory education, which can furtherly innovate and standardize the transfer payment system, and can promote the development of the compulsory education equalization in China.This paper puts forward that with the advacing of the compulsory education stage in our country step by step, which have lready met all school-age children to school, and is being on the road of equal allocation of compulsory education resources. the transfer payment system of before had a good solution to the financial problem of local compulsory education, however, the transfer payment system of compulsory education at present is more and more difficult to adapt to the developing requirements of compulsory education equalization. this paper puts forward that to realize the high level of equalization on compulsory education, the government must redesign the transfer paymen system of compulsory education, and improve the standard of central financial transfer payment at the spect of education.The main contents of this paper are as follows:Firstly, analyze the theoretical basis of the equalization on compulsory education and transfer payment system.Secondly, analyze the main contents of China’s transfer payment system at the background of reform about tax sharing system and analyze the main changes of transfer payment system on compulsory education at the background of finance system’s reform of compulsory education.Thirdly,analyze the total investing condition of transfer payment,coming from central finance, evaluate the effect of investing and point out the main existing problems of transfer payment system.Again, this paper uses year stata from 2007 to 2012 and select transfer payments, the teacher-student ratio, per capital GDP and urbanization ratio to establish multiple linear regression model, to analyse the effect of transfer payment to resources allocation of compulsory education.Finally, this paper refers foreign experiences about transfer payment system on compulsory education and facing the main problems of transfer payment system on compulsory education, the paper puts forward relative suggestions.At the same time,in the target of compulsory education equalization, the paper adopts higher standard to measure the coming from the central transfer payment...
