The key to resolve the problems pertaining to agriculture, farmers and rural areas is to protect and develop the farmers' interest. It is also concerning the relationships between different interest groups, such us the state and the rural areas, the urban and the county residents, the county and the fanners, the present and the long-run ones.The problem of rural China has come to a historical turn after more than a hundred years of changes. At present, the modernization and social development in China have reached a significant period. To solve the problems of rural China undoubtedly depends on the development of economy. However, there is still room for the modification and reform of social institutional systems in rural areas. But it must be in line with the process of the state modernization, so that the economy development, the institutional systems and social organizations can work together to build a modern "harmonious society" in China.The set-up and reform of social institutions is the result of the game and interaction between different social interest groups. A benign and orderly game depends on the development level of social institutions. The main reasons for the problems of rural China lie in the large population of fanners and the decentralization of institutions. This paper points out that a "new campaign of countryside reconstruction" should be launched, in which the set-up of rural social quasi-integration is the center, together with the reform of township institutions, the cultivation of talents, the modification of farming land rules and the reform of social institutions between urban and the rural areas. This is also the focus of rural policies of our party and government, and the internal requirement of Chinese social modernization. The campaign only begins from the cultivation and development of the rural quasi-integration, can it change the present model of government leading the rural affairs and the fanners "being ordered about", can we really respect farmers" autonomy and initiatives, can we establish a harmonious relationship between the state, society and the fanners based on a rational game of different social groups. It offers a key to the problems of rural China.
