The humanistic problems in the administrative system of our college teaching have already drawn the attention of the theoretical workers and high-level administrators at all levels. The thesis makes a careful and historic survey on the humanistic problems in the teaching management systems based on the forming of the humanistic values of college teaching management system, and analyzes the lack of humanity in our country's teaching management system since 1980s. Meanwhile, after the analyzing of the exterior environmental factors connected with the college teaching administrative system and main factors in the interior management, the author puts forward the new concept and the innovative assumption forming college teaching management. What is humanity? No matter how we expound it, either from the theory of humanity in ancient Chinese and western philosophy or from the psychological description of the humanity and the understanding of the humanistic hypothesis in management science, it won't be away from the integrated organic entity of natural, social and spiritual properties of man. It is the theoretic basis of establishing the humanistic teaching management system in college to understand the importance of human nature, humanization, humanistic management and its system so as to form scientifically the values based on the theme of humanity. Because systemized management is the basic restricting mechanism based on the organized cooperation of norm scientific system, it is carried out by it's rational authority and it is established on the basis of the management concept of the material force doctrine, it focuses objectively only on its scientificness and rationality and neglects its humanization. However, man is the core problems in teaching administration, and the ultimate aim of teaching administration is to cultivate humans into ones both physically and mentally healthy, so, it is required that teaching management and the norm of system attach great importance to humanity. There exists some different features between education and college education in China in different development periods of humanistic management. The Confucian thoughts of kindheartedness in teaching administration in the Periods of the Spring, Summer and Warring States made the forms of the teaching administration and organization more individualized and diversified. Tai Xue(the highest seat in learning in ancient times in China )and the private schools paid attention only to academic freedom; while the rules of the ancient schools contained some humanistic care and moral accomplishment, and to some degrees, it has embodied the need of humanization. And our modern college teaching management system was set up on the basis that our teaching administrative system is the main stream to use, and we need to learn the advanced administrative system from the west. And the carryout of the optional course system, the credit system and the flexible educational system are out of the respect for the free development of those education receivers. Since the foundation of China to the late 1970s,the over-run politics is the main feature of the administrative system, and its purpose is to meet the need of politics, since politics affects college education greatly and the humanization of the teaching administration has been weakened. Since the restoration of the college entrance examination in 1978, the carryout of the scholastic year system and credit system indicate that we have entered a new era for our college teaching administration system. In 1980s, we gradually made a series of college teaching management system from the microscopic point of view, beginning to restore, standardize and guide the education of higher learning destroyed by the Cultural Revolution in China. However, a series of systems were carried out afterwards to ensure that our college teaching management went in a norm way. Yet, the system stresses that we should use the same teaching method, the same content and at the same speed, it lacks the humanistic care for the students. As for the students'willingness to go to school, their interests in learning and the learning freedom, the teaching administration system will either do harm to them or neglect them. Also, there exist some problems going against the psychological and physiological features of the students and restrict the development of the teachers'personalities. There are some interior and exterior factors resulting in the lack of humanistic care in our college teaching administration system. The exterior factors consist of the highly-centralized political system, the rigid planned economy system, the development of the science and technology, the traditional bureaucratic ruling culture and the traditional management concept as well. At colleges, the teaching administration systemis mainly restricted by the traditional education thoughts, the idea of official standard, the powerful will of the educators and administrators and the college teaching resources and the students health conditions. And The above-mentioned factors are the main reasons causing the lack of humanistic care of management system in course design with powerful will, contents, and students' learning . We should establish individualized teaching administration system, transform the traditional administration concept and set up a flexible and democratic administrative concept based on humans. Meanwhile, the administrative system of colleges should entitle the educators to receive education, learning and appealing. The individualized administrative system should not only show the need of humanistic spirits and care, indicate the values of the lives of the students and teachers and the respect of their dignity, but also embody the values of the existence of the personalities and the importance of its fully development, represent the respect for the basic freedom of those administrated. The innovation of the system is the inner motivation for development of colleges. It means that the part of teaching administrative system, not suitable for humanity, should be revised to meet the need of harmonious development between man and the system. But it should be realized that humanistic administration is a combination of affection, reason and law, it is a sort of pursuit of freedom under a certain norm. Therefore, when we are setting up the humanistic administrative system in colleges, we must hold to the principle of flexibility, opening and stress. It is important to pour humanistic concept into the credit, flexible system, flexible teaching administrative system and the multiple teaching evaluating systems, so as to make the education system, educators, the educated and the ecology closely depend and harmoniously develop. To establish the values of humanity and to realize humanistic administration are the aims to reform the college teaching administrative system.
