Since the founding in1949, with the constant development of our economy politics and education, the state administrative system has experienced a gradually improved process, breaking highly centralized model and establishing our decentralized education administrative system with Chinese characteristics, namely our country’s county-centered management system, which has made remarkable achievements. However there are still some problems in the reforming process.Firstly, this paper expounds the decentralization theory on basic education administrative system and its connotation. Decentralization is mainly a definition in political area, which refers to decentralized control model of government power on structure and working, actually it means transferring the power from central government to local government, from government to society. When this comes to education field, it embodies political decentralization in the education field. In response to their plight and the external environment of pressure, education planners make the centralized power differentiated, transferred and restructured among the different subjects namely central government, local government, society and school which forms government accountability in accordance with the law, limited social intervention and independent school management model. So the definition of basic education administrative system is clearly now, at the three dimensions, governments, society, school. The key is to optimize the distribution of the authority and form the resultant force to promote the vigorous development of basic education in China.Secondly, this paper reviews the changing progress of the education administrative system from the early stage of new China to now, knowing about the history of basic education administrative system, which helps us have a better understanding on this topic. Any education reform has a continuity of historical development and evolution process, in order to study fundamental education administrative system reform since the founding of China, it’s avoidable to trace back to the history. Due to the roots of Chinese traditional culture and the social environment of the feudal autocratic system, so our country basic education administrative system left a centralized brand hard to avoid. However with the development of our society and the influence of world education decentralization trend, our country gradually begins to explore suitable basic education administrative system mode in accord with China’s conditions.Then to analyze the rationalization of the decentralization reforms in our basic education administrative system and to discuss the questions during the reforming progress are also an important part in this paper. Everything has two sides, on the one hand, the decentralization reforms have made great achievements, for example straightening out the relationship between the central government and local government, promoting the development of basic education and so on.On the other hand, during the decentralization reforming process, it also causes some problems, the current basic education administrative system emphases on the county government’s role in basic education development, so county government, making overall plans for the paid of basic education, ensures the basic service and harmonious development of basic education within the county. Due to the unbalance of economy, the overall development of basic education is hard to keep balance.In conclusion, after talking about the good effects and negative issues of decentralization reforms, then with the purposes of the better and faster development of our basic education in decentralized way, the writer tries to make some suggestion to government、society and school. The advice to government level is strengthening macro-control of the central government. Society should take part in the management, building different organizations to assess the effects of decentralization reforms and supervise its implementation. The school should manage school by laws and improve the education service.
