Research On The Reformation Of Investment And Circulation System In Higher Education

With the establishment of the market-oriented economy system as well as the deepening of higher educational system in our country, colleges and universities of various fields have experienced tremendous changes both in market location and their goals of running a school compared with before. Meanwhile, they are confronted problems in the reform of investment and circulation system such as how to collect, make use of , and manage the money of running a school. On the basis of this point, from the perspective of establishing relations between public finance theory, the essence of education, human resource theory and education cost theory and the system of higher education investment and circulation, this paper will make a review and conclusion about the historical evolution of the system of state higher education investment and circulation, conduct a contrastive study of the higher education investment and circulation systems at home and abroad, and analyze some problems existing in the system of higher education investment and circulation at present, such as the overall investment scale and the education funds of an average student are not grand enough, the structure of higher education investment and circulation, the criterion for charging higher education fees and the disposition of educational funds are not reasonable, education resources are wasted to some extent, and so forth. Furthermore, the paper will expound the principles of investment and circulation with multiple channels in colleges and universities, study and propose some measures of investment and circulation with multiple channels like: deepen the reform of higher educational system; strengthen the construction of laws and regulations of higher educational management; encourage folk investors to initiate higher education; draw foreign investment; speed up the technological transformation of colleges and universities; and charge the tuition reasonably, which are considered as policy-related suggestions for setting up a new state higher educational investment and circulation system scientifically.The paper is of high theoretical value and practical guiding significance for deepening the reform of higher educational system as well as the investment and circulation system, and for promoting the sustainable development of our state higher educational career.The paper consists of seven chapters in all, the contents of which are arranged as follows:...
