Peasants' Education Of Fu Jian Province In The Construction Of The New Countryside

The issue associated with Agriculture, Countryside and Peasant is most fundamental to the China's revolution and construction. A great historical task had been put forward in the Fifth Plenary Session of the Sixteenth Central Committee of CPC to build a New Socialism Countryside. It is an objective demand for building a new countryside to bring up a large number of new type of peasants, the quality of who straightly relates to whether we can reach the goal of the New Socialism Countryside or not. Therefore, it is of prominent significance both in theory and practice to investigate into the Peasants' Education (PE) to enrich and consummate its theoretical framework and promote its practices.In present paper, taking PE of Fujian as study object, the view of scientific development, human resource and dual-economic theory as theoretical base, exploring the combination of documentation retrieving, scenario surveying, case comparing and specific case studying methods, the author generalizes the advanced experience of PE from developed countries and regions; manifests the mutual relations of the development of rural economy and PE in Fujian, summaries the practical content of PE of Fujian, then addresses the problems of PE occurred in the course of constructing the New Socialism Countryside, and expounds missions of building a new countryside and general trend of economic development in rural area.On the base of above investigations, the author proposes the following concrete countermeasures to strengthen, improve, consummate and innovate the PE in Fujian: (1) to constitute the Statute of PE in Fujian so as to perfect its legal systems in Fujian; (2)to establish enforcement systems of PE with educational administrations and agricultural colleges as main body of implementation assorted by the concerning departments for innovating the managerial systems and acting mechanism; (3)to persist in the investing channels mainly by government while encouraging investments from enterprises, social organizations, individuals to expand the input tunnels with multi-sources of PE; (4)to lay stress on the vocational colleges particularly locating in counties to reinforce mail body of PE firmly; (5) to carry on vigorously the projects of 'the Green Certification' , ' the Blue Certification ' fostering energetically the so-called 'Specializing Farmer', 'Part-time Farmer', 'Transition Farmers' to enhance the peasants' mindedly political quality and the scientifically cultural levels in all aspects, by which to offer the reliable support of human intelligence and guarantee the capable person supply in the course of construction of a New Socialism Countryside.
