In a narrative manner, this report presents the route taken in the implementation of education council (education coordination council) in HaiShu District; it probes with initiative into the reason how a community, families and school interact; the basic meaning, structure, characteristics and form of the interaction; how to combine the resources of community, families and school and make the bylaws; and how government make coordination and management. Based on the study of two cases, we conclude that the education council (education coordination council), which is built based on the interaction mechanism of the school, community and families, will guide the reform of our microcosmic education management system and the construction of a regional ecological model in education.With the society changing, our old values are broken and new conducts appear because of the lack of something, our schools have to face many new conflicts, there is disharmony among the schools, families and communities. All these problems relate to our institutional lag and modern school system has not been established. The changes reflect the progress of our society and also show the lack of effective carrier and methods. These conflict and disharmony should be changed and solved in time and rapidly so that the school is organized and runned in an optimized ecological education environment.Currently, our school's ownership is not clear and property right system is not perfect; our resources of personnel, money, equipment and facility, intangible assets are not sufficiently and effectively used; and consequently the school falls into a predicament of low efficiency. A school is like "an isolated culture island", from one aspect, community and families can not participate and cooperate with schools, in another aspect, schools seldom involve in the community culture construction. The current school system lacks effective balancing, supervising and wide participation; families and community, which enjoy close relationship with schools, are excluded by the system and can exert litter influence on school teaching and management.One of the big obstacles of our school construction and development is our system. At the call of the time, we hope to explore with a breakthrough the establishment of a modern school system with interaction among families, society and school, so to construct a harmonic and ecological educational environment.There are seven chapters in this report. The preface starts with several cases of conflicts, based on which the unbalance in micro layers of our current education system is analyzed. In chapter 1 to 4, author narrates the necessities of the research; the related background, e.g. education ecological theory, micro system in education overseas, the construction of modern school systems in our country; the education and community situation of the district we conduct our research; the process and methodology (concerting mainly that of narrative study, investigative study as well as the methods of observation, questionnaire, experience generalization etc.)Chapter Five conducts a narrative study by taking the Century Garden Campus School, a branch of Guangji Centre School, as a sample.
