Increasing development of the primary and secondary school has been plagued by long-standing authoritarian of school principal, institutional rigidities and external conflicts. Therefore, the school council came into being. In the background of based educational experiment for the modern school system, this dissertation used the embedded view on the school council in which the local government reform acted as an agent for prompting experiments, as well as the actual situation founded on the specific experimental area and particular school's own environment and finally reflected the school council's democratic management and self-management by explaining how to advance the right interaction among the school, parents, teachers and local government.The school council first conducted the country, regional, vertical and horizontal, one-way comparison as the comparative dimensions of its research and analysis.Horizontal comparison included the contrasts between the primary and secondary schools and universities as vertical ones included the contrasts between the current and the historical. Research methods such as literature, survey interviews were employed for exploring in-depth reform of school council in the experiment of N region. From the macro-, meso-, micro level perspectives, the dissertation respectively demonstrated the school council's buildingpremise,policies and systems,operating mode mechanism, elements of organizational structure, types of practical problems and the satisfaction. Case studies method was applied to draw the thick description of H school council's experimental work in order to highlight H school council's practical utility in changing school system,developing plan and other aspects. "Emotion" was summed up as the theme of H school council's work to run its core features.At last, the council's four dimensions of comparison, N region and H school council's research were based on the analysis of its existing problems and existing research.Existing problems contains conflicts in council's efficacy, participation, legal property;existing research was to examine theoretical and experimental analysis respectively.In addition, this dissertation linked the current status of its development to enhance the problem of solving ability as reasonable suggestions for its mode of transplantation.
