In1980s, reform and opening up brought many new opportunities and challenges to higher education, just as it injected vigor and vitality into social and economic development. Reform is inevitable, due to the disadvantages of original higher education management system. In order to adapt to the needs of the development of society, economy and higher education itself, our country has adopted a series of reforming policies to adjust the administration authority of higher education, to expand universities’autonomous power, to establish a new system to meet the demands of the era.Nowadays, the development of society and economy has put forward new requirements on the quality of higher education and personnel training. Knowledge economy, globalization, informationization are the frequently mentioned topics in higher education, not mention the autonomy of the university in school-running, employment for college graduate students and connotative development. Therefore, the achievements and problems, aroused in the process of reforming since1980s, become the key points for theorists.Higher education administration system has rich connotation and abroad extension, mainly involving the relationship among government, society and universities. This paper, adopting documents analysis and historical research as the main methods, focuses on the key events during the reforming process, such as division of responsibility and authority, leadership system in colleges and universities, merger and enrollment expansion. Through intensive study, the thesis tries to find out the way of reform by exploring the achievements and problems. The research seeks to present the changes, success and failures objectively, and eventually finds out the source of vexed questions. Through summarizing the gain and loss, this paper provides reference and ideas for subsequent adjustment of higher education management system.
