Abstract: Since the 1990s, in order to implement the strategy of making a country strong through science and education, speed up the spread of higher education, and meet the people's increasing needs for higher education, all kinds of second-level colleges have been jointly set up by means of combining nongovernmental investment with surplus of educational resources in government institutions in such provinces as Zhejiang, Jiangshu, Guangdong and Liaolin. After the clean-up, rectification and normalization by the educational administrations, these colleges have grown into independent colleges with their own campus and basic facilities. As corporate bodies with civil liabilities, they can independently enroll students, carry out administration, deal with finances, and award academic certificates.Independent college is a new educational mode with different characteristics from traditional system, for example, the nongovernmental capital, the marketing orientation of the investment and educational resources, and the social nature of the way of running schools. It takes advantage of both government institutions and nongovernmental capital, showing a high efficiency of resources deployment.In the meantime, independent college is a derivative new thing facing a lot of challenges. In practice, the new model and new system conflict with the old ones. As a result, it is necessary to analyze the nature, task, administrative pattern, resources deployment, developmental objective and means of independent colleges from both theoretical and practical perspectives.
