There exists a strong connection between educational development and economic growth, which were proved by a great deal of classical economics literatures. The studies on this subject showed very powerful effects of educational change on economic growth. Theodore Shultz drew an important conclusion by research on the process of economic growth for a long time. The conclusion indicated that the pattern of economic growth by purely increasing material capital and the labor force quantity was inferior to the mode by improving the labor quality by increasing the educational expenditure, promoting the productive efficiency of the labor force and stronger capacity of S&T. At present, the condition of economic growth rely on natural resources, the quantity of labor force and the physical accumulated capital in the past, is gradually becoming a new one, economic growth launched by endogenous-growth factors such as technology progress, the institutional innovation, the human capital accumulation for the purpose of in response to advances of the knowledge economy. Therefore, under the situations of the global economy and emergence of knowledge economy, the role of education becomes more and more important effects through investing education and improving technology progress in the course of modern economic development.Educational Productivity (EP), the index that mainly analyzing the relationship of educational input-output, and the studies related to educational productivity origined from 1960s.
